Humanitarian advocacy professionals looking for a flexible international consultancy opportunity can now apply for the External Consultant – Humanitarian Advocacy Strategic Support role with SOS Children’s Villages International (SOS CVI). Through its Humanitarian Action Team (HAT) and Global Advocacy, Policy and Representation (GAPR), the organization works to strengthen humanitarian responses in countries affected by conflict, displacement, natural disasters, and public health emergencies.

The organization is currently expanding its humanitarian operations across several major crises, including Palestine, Somalia, Syria, Uganda/DRC, and the LAAM region. To strengthen advocacy efforts during this period of growth, SOS CVI is seeking an experienced humanitarian advocacy consultant to provide strategic and technical support.

Purpose of the Consultancy

The successful consultant will develop a comprehensive Humanitarian Advocacy Strategic Operational Plan while helping strengthen advocacy coordination, messaging, and partnerships across the organization.

The assignment focuses on:

• Developing a federation-wide humanitarian advocacy strategy.
• Supporting Member Associations on advocacy priorities.
• Strengthening humanitarian messaging and positioning.
• Building engagement with key international partners and coalitions.

Key Responsibilities

The consultant will lead several strategic activities throughout the consultancy, including:

• Drafting a Humanitarian Advocacy Strategic Operational Plan.
• Supporting humanitarian advocacy initiatives in priority countries.
• Facilitating advocacy coordination meetings.
• Developing humanitarian messaging frameworks.
• Mapping international partners and coalition opportunities.
• Advising on advocacy engagement with UN agencies, EU institutions, IASC clusters, and humanitarian networks.
• Providing technical guidance to Member Associations.
• Supporting advocacy planning for large-scale humanitarian crises.
• Delivering presentations and final strategic recommendations to senior leadership.

Expected Deliverables

During the four-month consultancy, the consultant will produce several major outputs, including:

• Inception note and workplan.
• Stakeholder consultation report.
• Humanitarian Messaging and Positioning Framework.
• Draft Humanitarian Advocacy Strategic Operational Plan.
• External Partner and Coalition Engagement Plan.
• Final strategy package.
• Presentation and implementation handover to leadership teams.

Qualifications and Experience

SOS Children’s Villages International is looking for professionals with significant experience in humanitarian advocacy and international development.

Applicants should possess:

• An advanced degree in International Relations, Humanitarian Studies, Human Rights, International Development, Law, or a related discipline.
• Extensive experience working in humanitarian or conflict-affected settings.
• Demonstrated expertise in humanitarian advocacy strategy development.
• Strong understanding of the international humanitarian system, including UN agencies, OCHA, IASC, and humanitarian clusters.
• Experience engaging with multilateral organizations and international coalitions.
• Excellent English communication skills.
• Strong facilitation and stakeholder engagement skills.
• Experience working independently under tight deadlines.

Knowledge of child protection in humanitarian action, Children and Armed Conflict agendas, and additional languages such as French, Spanish, or Arabic will be considered an advantage.

Consultancy Details

This consultancy offers considerable flexibility for experienced professionals.

Key details include:

• Contract Type: Individual consultancy, small team, or company.
• Work Location: Home-based.
• Travel: Limited travel may be required to locations such as Brussels or Vienna, subject to prior agreement.
• Duration: Approximately 16 weeks.
• Workload: Up to 50 working days on a part-time basis.
• Reporting: Director, Humanitarian Action Team in coordination with Global Advocacy, Policy and Representation.
