Plan International Seeks DG ECHO Ex-Ante Assessment Certificate Support Consultant for 2028–2034

Plan International is inviting applications from experienced humanitarian and donor compliance professionals for the DG ECHO Ex-Ante Assessment for 2028–2034 Certificate Support Consultant consultancy. The consultant will coordinate the organization-wide ex-ante assessment process required for certification under the European Civil Protection and Humanitarian Aid Operations (DG ECHO) partnership framework.

About the Consultancy

The selected consultant will coordinate the DG ECHO Ex-Ante Assessment for the 2028–2034 certification period under Plan International’s “One Plan” approach.

The consultancy focuses on supporting National Offices (NOs) and external auditors throughout the assessment process by organizing documentation, coordinating communication, and ensuring all required evidence is available for review.

The consultant will help ensure organizational systems, internal controls, governance processes, and operational procedures meet DG ECHO’s assessment requirements.

Key Responsibilities

The consultant will manage the overall coordination of the ex-ante assessment process.

Responsibilities include:

• Coordinating documentation required by external auditors
• Supporting National Offices throughout the assessment
• Organizing project samples and institutional evidence
• Managing communication between auditors and participating offices
• Monitoring assessment progress and timelines
• Supporting compliance with DG ECHO assessment requirements

Supporting DG ECHO Compliance

Required Qualifications

Plan International is seeking highly experienced professionals with expertise in humanitarian operations, donor compliance, and institutional assessments.

Applicants should possess:

• A postgraduate degree in International Development, International Relations, Public Administration, Business Administration, Finance, Accounting, Law, or another relevant discipline
• At least five years of professional experience in humanitarian assistance or international development
• Experience in donor compliance, grant management, audit coordination, or institutional capacity strengthening
• Demonstrated experience working with DG ECHO or other European Union humanitarian donors
• Experience coordinating institutional audits or organizational assessments
• Strong understanding of humanitarian principles and accountability frameworks
• Excellent planning, coordination, and analytical skills
• Advanced Microsoft Office 365 skills, including Excel, Teams, SharePoint, Outlook, and Word
• Excellent written and spoken English

Knowledge of French or Spanish and previous experience working within a federation or membership-based organization will be considered an advantage.
