HelpAge International is inviting qualified audit firms to submit proposals for the Annual Audit of the Strengthening Civil Society for Older People’s Rights and Engagement (SCORE) Programme. The audit assignment covers the reporting period from 1 August 2025 to 31 March 2026, with an approximate Year One expenditure of £966,750.

Purpose of the Consultancy

HelpAge International seeks an independent external auditor to review the programme’s financial reporting and verify compliance with donor requirements.

The audit will assess whether the submitted financial reports accurately reflect the organization’s accounting records and comply with Sida’s financial reporting requirements.

The assignment must be conducted according to:

• International Standards on Auditing (ISA)
• ISA 800 and ISA 805 reporting standards
• International Standards on Related Services (ISRS) 4400 (Revised)

The selected audit firm will provide both an audit opinion and an agreed-upon procedures review.

Scope of Work

The consultancy requires a detailed examination of financial systems, reporting mechanisms, compliance procedures, and partner management practices.

Key areas include:

Financial Reporting Review

The auditor will:

• Review the financial report structure
• Compare financial reports against approved budgets
• Verify reporting of expenditures and income
• Examine exchange gains and losses
• Confirm opening and closing balances
• Assess supporting financial documentation

Payroll and Human Resource Compliance

The audit will also include:

Sanctions and Compliance Screening

The selected auditor will examine whether implementing partners and suppliers are screened against relevant European Union sanctions lists and whether compliance procedures are properly documented.

Review of Implementing Partners

A significant component of the assignment involves reviewing partner organizations receiving programme funds.

The auditor will:

• Select a representative sample of implementing partners
• Review partnership agreements
• Verify audit requirements within contracts
• Assess financial reports and audit reports received from partners
• Review management responses and action plans
• Evaluate follow-up actions taken by HelpAge International

All reports must be prepared in English and submitted within three weeks of the audit process.
