MdM is currently inviting expressions of interest for a consultancy focused on supporting the development of a future model for coordinating international operations across its global network.

About Médecins du Monde International Network

Founded through the expansion of Médecins du Monde France, the MdM International Network today consists of 17 civil society organizations united by a shared vision and commitment to healthcare as a fundamental human right. The network operates more than 400 programs across over 70 countries, combining humanitarian response, social health initiatives, advocacy campaigns, and communication efforts.

As humanitarian challenges become increasingly complex and funding environments continue to evolve, the network is pursuing a strategic transformation known as the “One MdM” initiative. This effort seeks to strengthen collaboration, improve efficiency, enhance accountability, and maximize collective impact across all member organizations.

Purpose of the Consultancy Assignment

The selected consultant will play a key role in helping the MdM International Network make informed strategic decisions regarding the future structure of its international operations.

The consultancy will support the International Task Force and the Transition Officer in assessing different organizational models designed to coordinate international operations more effectively. Through evidence-based analysis and stakeholder engagement, the consultant will provide insights that will guide future decision-making and organizational development.

The overall objective is to establish a stronger and more effective operational framework capable of responding to emerging humanitarian challenges while maintaining the network’s values and mission.

Key Responsibilities

The consultant will be expected to design and implement an appropriate methodology to evaluate multiple organizational models under consideration.

Core responsibilities may include:

  • Reviewing organizational documents and existing analyses
  • Conducting qualitative and quantitative research
  • Facilitating stakeholder consultations and workshops
  • Performing comparative assessments of proposed operational models
  • Identifying risks and opportunities associated with each model
  • Developing mitigation strategies for potential challenges
  • Producing decision-support materials and strategic recommendations
  • Supporting collaborative decision-making processes within the network

The assignment will require close engagement with governance bodies, executive leadership teams, operational directors, and functional experts from across the MdM network.

Expected Deliverables

The consultancy is expected to generate several critical outputs that will inform the future direction of the organization.

Deliverables include:

  • Comprehensive impact assessment reports for each organizational model
  • Chapter-specific analyses for members involved in international operations
  • Risk identification and mitigation frameworks
  • Comparative assessments covering governance, decision-making, financial sustainability, human resources, visibility, and operational effectiveness
  • Shared decision-making tools and strategic recommendations

These deliverables will support informed discussions and facilitate consensus-building among network stakeholders.

Ideal Consultant Profile

Médecins du Monde is seeking a highly qualified consultant with extensive experience in humanitarian and international NGO environments.

Desired qualifications include:

  • Previous experience working with international humanitarian organizations or NGO networks
  • Expertise in organizational strategy, governance, and effectiveness reviews
  • Strong background in comparative organizational assessments
  • Experience conducting benchmarking studies and risk analyses
  • Understanding of current humanitarian sector trends and funding challenges
  • Excellent communication and facilitation skills
  • Fluency in English
  • Knowledge of gender equality and professional inclusion principles
  • Strong references from similar assignments

Applicants must not have held a paid or voluntary position with Médecins du Monde during the past three years.

Consultancy Duration and Budget

The consultancy is expected to run from September 2026 through January 2027.

The total budget allocated for the assignment is approximately EUR 25,000, covering an estimated 30 working days of consultancy services. Applicants are encouraged to submit financial proposals aligned with the available budget while clearly outlining their proposed methodology and work plan.

The project will be co-funded through FRIO and will conclude with a tripartite review process involving Médecins du Monde, the selected consultant, and FRIO representatives.
