About the International Telecommunication Union

The International Telecommunication Union is the United Nations specialized agency responsible for information and communication technologies (ICTs). The organization plays a leading global role in connecting the world through improved telecommunications infrastructure, international standards development, digital cooperation, and technology-driven development initiatives.

ITU supports countries in strengthening digital connectivity, expanding access to ICT services, and advancing innovation ecosystems that contribute to inclusive and sustainable economic growth.

The organization also works extensively with governments, private sector actors, academia, entrepreneurs, and development partners to accelerate digital transformation worldwide.

About the Consultancy Role

The Innovation Ecosystem Consultant position falls under the ITU Telecommunication Development Bureau (BDT), specifically within the Regional Office for the Arab States.

The consultancy supports the implementation of the Digital Innovation Profiles (DIP) initiative, a program designed to assess national digital innovation ecosystems and identify opportunities to strengthen entrepreneurship, emerging technologies, digital skills, and innovation-driven economic growth.

The selected consultant will conduct research, stakeholder mapping, ecosystem analysis, and report drafting for selected Arab countries participating in the initiative.

This role is fully remote and home-based, making it accessible to international professionals with strong digital innovation expertise and experience working independently in multicultural environments.

Key Responsibilities

The consultant will work closely with the Programme Coordinator within the ITU Arab Regional Office to deliver research and ecosystem assessment activities.

Major responsibilities include:

  • Conducting comprehensive secondary research on digital innovation ecosystems
  • Mapping stakeholders across six key sectors
  • Conducting strategic stakeholder interviews
  • Producing detailed Digital Innovation Profile reports
  • Presenting findings to national stakeholders
  • Incorporating stakeholder and ITU feedback into final reports
  • Providing regular progress updates through virtual meetings and reports

  1. Public sector institutions
  2. Private sector organizations
  3. Academic institutions
  4. Financial sector actors
  5. Entrepreneurs and startups
  6. Entrepreneurial support networks

The consultant will be expected to gather insights from these groups to better understand innovation challenges, opportunities, and digital transformation priorities within participating countries.

Strong communication and relationship-building skills will therefore be essential for success in the role.

  • Strong analytical and report-writing skills
  • Experience conducting stakeholder research and ecosystem assessments
  • Excellent written and verbal communication abilities
  • Ability to work independently and manage deliverables remotely

Knowledge of ITU’s ICT-centric innovation ecosystem methodology is considered an advantage.

Language Requirements

Candidates must demonstrate advanced proficiency in English.

Knowledge of Arabic or French is considered an added advantage, particularly given the consultancy’s focus on the Arab region and engagement with regional stakeholders.

Multilingual professionals with international development experience may therefore have a competitive advantage during the recruitment process.
