Background
The Middle East Desk Officer is overseeing all iMMAP Inc. Operations and Business Development activities across Middle East. It is in charge of providing support to the country office for their programme management as well as for the development of new opportunities. It is also in charge of liaising with donors, international organizations and other partners to develop our network and potentially open new projects in new countries. Finally it is in charge of ensuring the quality and monitoring of the programmes developed in the countries.
The Middle East Desk Officer will provide support to Operations and Knowledge Management teams on specific activities detailed below.

Description of Duties
Project Management
- Report Review: Contribute to the review of donor reports ensuring adherence to donor guidelines.
- M&E Framework: Establish and monitor an M&E framework for all Middle East programmes.
- Field Missions: Conduct in-country missions for project monitoring.
- Proposal Coordination: Oversee the coordination of report and proposal preparations, including proposal review forms and checklists.
- Opportunity Tracking: Track funding opportunities from various sources including government bodies, European institutions, UN Agencies, and international NGOs.
- Proposal Support: Assist the Middle East Desk Coordinator and office heads in writing project concept papers, proposals, and budgets for iMMAP Inc.
- Opportunity Monitoring: Maintain close monitoring and capitalization of opportunities and projects in the Middle East.
Compliance and Operations
- Granthub Management: Oversee the management of Granthub for Middle East countries.
- Compliance Checklists: Prepare and disseminate compliance checklists for Middle East projects.
- Procurement Compliance: Conduct initial compliance screenings of procurement files in collaboration with field and HQ procurement teams.
- Timely Reporting: Ensure timely submission of reports in coordination with country offices.
- Asset Management: Implement asset management policies, conduct briefings, training, spot checks, and prepare donor reporting for assets.
- Consultant Reports: Archive all consultants’ monthly reports approved by supervisors.
- Operational Support: Provide additional support to the HQ operations team as needed.
Staff Management
- Recruitment Participation: Contribute to the interview and recruitment processes of program staff.
- Staff Briefing: Ensure staff receive appropriate and adequate briefings.
Communication
- Communication Focal Point: Act as the main contact for all communication activities related to implemented projects in the Middle East.
- Newsletter Preparation: Assist in preparing the Middle East Newsletter.
- Communication Review: Review all project snapshots and communication products.
- Communication Strategies: Support project teams in implementing communication strategies in line with donor guidelines.
Representation
- Registration Support: Assist with the registration processes of iMMAP Inc. in requested countries.
- Strategic Planning Support: Aid the Middle East Desk Coordinator with strategic planning, monitoring, and evaluation.
Organizational Development
- Operational Handbook Development: Support the development of an operational handbook under the guidance of the operations team.
Knowledge Management
- Methodological Documents: Support the capitalization of all methodological documents created through project implementations.
- Project Capitalization: Ensure all projects are summarized in one-pagers for tender purposes.
- Knowledge Management Support: Provide additional support to the Knowledge Management team as required.
Requirements
- Education
- Bachelors or master’s degree in international development studies preferred but not required;
- Experience
- Minimum of 2 years’ experience in programme management required; or equivalent combination of education and experience.
- At least2 years of work experience in similar management and/or advisor functions in international humanitarian or development aid.
- Demonstrated experience and knowledge in establishing systems and overseeing programme start-up under limited time constraints as well as plan programme close-out.
- Knowledge of basic programme development skills such as quantitative and qualitative monitoring and evaluation.
- Knowledge of national and regional dynamics of migration and actors, and an understanding of the functioning and policy-making dynamics of these actors;
- Proven and well-developed influencing and relationship-building skills in dealing with stakeholders at all levels.
- Demonstrable highly developed written and oral communication skills.
- Grant management experience with knowledge of the grant submission processes of major humanitarian and development donors such but not limited to the IOM, USAID, OFDA, PRM.
- Experience in data collection and population monitoring.
- Soft skills
- Strong analytical skills, and apt at turning abstract discussions into concrete ideas.
- Technical writing skills including developing proposals and reports.
- Ability to develop and carry out work plans and solve problems independently.
- Ability to perform well on tight deadlines, flexible attitude..
- Ability to work based on objectives.
- Programmes
- Knowledge of computer applications, in particular proficiency required in MS Office.and Google Suites.
- Knowledge and experience working with Kobo Toolbox is an advantage.
