International Fund for Agricultural Development (IFAD) is Calling for Interest: Monitoring and Evaluation (M&E) Consultants Roster – Apply Before 4 February 2026

The International Fund for Agricultural Development (IFAD) has opened a Call for Interest to establish a Monitoring and Evaluation (M&E) Consultants Roster for the Eastern and Southern Africa (ESA) region. This initiative aims to create a pool of pre-vetted M&E specialists who can be mobilised for short-term and long-term consultancy assignments across IFAD-funded projects.
About IFAD
IFAD is a specialised agency of the United Nations and an international financial institution dedicated to eradicating rural poverty and hunger. It achieves this mandate by investing in rural people, financing agricultural and rural development programmes, and advocating for policies that promote inclusive and sustainable rural transformation.
Within IFAD, the Department of Country Operations (DCO) oversees loans and grants and operates through five regional divisions, including the Eastern and Southern Africa Division (ESA).
Regional Scope
The ESA Division covers the following countries:
- Angola, Botswana, Burundi, Comoros, Eritrea, Ethiopia, Kenya
- Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia
- Rwanda, Seychelles, South Africa, South Sudan, Eswatini
- United Republic of Tanzania, Uganda, Zambia, Zimbabwe
Purpose of the M&E Consultants Roster
The ESA M&E Consultants Roster is designed to:
- Create a pool of qualified M&E professionals for rapid deployment
- Support M&E functions across IFAD-funded investment projects
- Strengthen results-based management, learning, and accountability
- Facilitate access to specialised M&E expertise for country and regional teams
Inclusion in the roster does not guarantee an assignment but is a prerequisite for consideration for future consultancy opportunities.
Nature of the Consultancy
- Type: Temporary consultancy
- Location: Home-based, with travel as required
- Eligibility: Open to nationals of IFAD Member States
- Contractual Status: Consultants are not IFAD staff and hold no expectation of future employment
Consultants may be contracted for up to 240 days per calendar year and 960 days over five calendar years, in line with UN consultancy rules.
Role Overview
M&E Consultants will support the design, implementation, supervision, and completion of IFAD-funded projects by strengthening project-level M&E systems and results reporting in line with IFAD corporate requirements.
Specific responsibilities will vary by assignment and will be detailed in individual Terms of Reference (ToRs). Typical areas of support include:
- Establishing and strengthening project M&E systems
- Assessing M&E system effectiveness and performance
- Tracking project progress and results
- Supporting performance improvement recommendations
- Contributing to IFAD Core Outcome Indicators (COI) surveys
Working Arrangements
- Consultants will work under the supervision of an IFAD Country Director
- Collaboration will be required with IFAD technical staff and implementing partners
- Assignments may involve field missions and engagement with national stakeholders
Required Qualifications
Education
- Master’s degree (or equivalent) in economics, statistics, public administration, agriculture, rural development, or a related field
- A Bachelor’s degree with additional relevant experience may be accepted
- Degrees must be from accredited institutions listed on WHED
Experience
- Minimum of five (5) years of experience in Monitoring and Evaluation for development projects
- Proven experience in:
- Results-based management
- Data collection, analysis, and reporting
- Development of M&E systems, including Excel-based MIS tools
- Strong understanding of:
- Results chains and Theories of Change
- Logical Frameworks
- Evaluation methodologies
Desirable Experience
- Experience with GIS platforms (QGIS, ArcGIS)
- Knowledge of IFAD Results Framework and COI methodology
- Background in research and impact assessment
- Experience working with UN agencies
Language Requirements
- English: Mandatory (written and spoken)
- French or Portuguese: Strong asset, depending on assignment
Technical Skills
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Strong data management skills for M&E
- Knowledge of statistical software and GIS tools is an advantage
Selection Process
Applicants will undergo a competitive assessment process, which may include:
- Initial screening against minimum requirements
- Written technical assessment
- Possible interview
