Overview
The International Development Law Organization (IDLO) is seeking an Evaluation Expert to conduct the final evaluation of the project “Promoting an Enabling Environment for Good Governance in The Bahamas.” The purpose of this evaluation is to assess project performance, capture lessons learned, and inform the design and monitoring of future programs both within and beyond The Bahamas.
The Evaluation Expert will provide an independent, evidence-based assessment of the project’s progress and results, determining the extent to which intended outcomes were achieved, and identifying recommendations that strengthen IDLO’s programmatic effectiveness.
Key Responsibilities
The Evaluation Expert will undertake the final evaluation in accordance with the approved Terms of Reference and will be responsible for delivering high-quality analytical work.
Core Duties Include:
- Conducting an extensive desk review of project documentation, administrative records, progress reports, and monitoring & evaluation data.
- Reconstructing the project’s Theory of Change (ToC) and developing Evaluation Questions (EQs) and indicators.
- Identifying appropriate methodological approaches and tools to gather high-quality data aligned with the evaluation’s objectives.
- Organizing and managing the full scope of data collection activities.
- Planning and conducting key informant interviews and focus group discussions, both in-person and remotely.
- Analyzing findings and producing a comprehensive set of evaluation deliverables.
Required Deliverables
The Evaluation Expert will produce the following reports in draft and final form:
- Inception Note
- Draft Evaluation Report
- Final Evaluation Report
Job Requirements
Education & Experience
- Master’s degree in law, public policy, or international development, with strong knowledge of Common Law jurisdictions.
- Substantial experience leading evaluations of institutional development or capacity-building programs within development assistance, especially in access to justice, rule of law, governance, legal empowerment, or related fields.
- Minimum 10 years of professional experience in project cycle management, the OECD DAC evaluation framework, ToC/logframe methodologies, and quality assurance in international evaluations.
Languages
- Outstanding verbal and written English skills are required.
Specific Knowledge, Skills, and Competencies
- Experience in criminal justice reform in a Small Island Developing State (SIDS) operating under a Common Law system.
- Prior work experience in The Bahamas or other SIDS is a strong asset.
Terms & Conditions
- Expected Start Date: Mid-December 2025
- Estimated Level of Effort: 40 working days
- Includes 5 days of fieldwork in Nassau, The Bahamas
- Data Collection Completion: End of January 2026
- Inception Note Deadline: Early January 2026
- Draft Evaluation Report: Mid-March 2026
- Final Evaluation Report: Mid-May 2026
- Contract Value: USD 16,500
- This consultancy is result-based, with payments issued upon satisfactory completion of deliverables.
- The final decision on the field phase will be determined by the IDLO Evaluation Unit, in consultation with the Evaluation Reference Group (ERG) and program team.
