Position Overview
The Senior ICT/Digital Consultant roster is established to support ITU’s activities across the Americas region. This is not a single vacancy but a pool of pre-qualified experts who may be engaged for short- or medium-term assignments as needs arise.
Consultants will contribute to a wide range of digital development initiatives, including policy advisory, regulatory analysis, market research, capacity building, and technical assistance. Assignments may vary in scope and duration depending on project requirements and regional priorities.
The role requires strong technical expertise in ICT and digital ecosystems, combined with the ability to support governments and institutions in designing and implementing effective digital strategies.
Key Responsibilities
Under the supervision of the Americas Regional Office and in coordination with relevant ITU departments, consultants are expected to:
- Carry out specialized activities within their area of expertise
- Deliver outputs in line with agreed timelines and project plans
- Prepare analytical reports, presentations, and technical documentation
- Provide supporting documents and research materials as required
- Participate in meetings, workshops, and consultations (virtual or in-person)
- Collaborate with stakeholders across sectors, including governments and development partners
Areas of Expertise and Deliverables
Depending on assignment focus, consultants may work in one or more of the following areas:
- Digital policy and regulatory frameworks
- Telecommunications market analysis and economic trends
- Spectrum management
- Cybersecurity and digital resilience
- Digital applications and innovation ecosystems
- Emergency telecommunications
- Capacity building and training development
Expected deliverables include:
- Detailed analysis of policy, regulatory, and market developments
- Development of technical and policy-oriented content
- Design and delivery of training programmes
- Execution of research activities and communication of findings
Required Qualifications
Education
A university degree in a relevant field such as telecommunications, ICT, law, economics, public policy, international relations, engineering, or social sciences is required. An advanced degree is considered an advantage.
Professional Experience
- Minimum of five years of progressively responsible experience in ICT, digital policy, or related fields
- Demonstrated expertise in regulatory, policy, or market analysis within the ICT sector
- Experience working in or with countries in the Americas region is highly desirable
Languages
- Advanced proficiency in either English or Spanish is required
- Working knowledge of both languages is considered an asset

Contract and Remuneration
Consultants selected for the roster may be contracted for assignments of varying duration. Compensation ranges from USD 230 to USD 340 per day, depending on qualifications, experience, and scope of work.
