The International Budget Partnership (IBP) is seeking an experienced Interim Development Manager (Consultant) to provide short-term cover within its Development Team during a maternity leave period. This consultancy will play a senior, hands-on role in strengthening institutional fundraising, donor engagement, and grants coordination over a fixed-term engagement.

This is a remote, consultancy-based role open to candidates eligible to work in their country of residence. IBP is unable to provide work permits or authorizations under this arrangement.

Organizational Overview

IBP is a global organization working to transform how public resources are raised, allocated, and spent. In many countries, public funds are managed in ways that are inequitable, opaque, and disconnected from public needs, often excluding meaningful citizen participation while privileging elite interests.

IBP exists to challenge this reality. Its mission is to ensure that governments manage public finances fairly, transparently, and effectively, so that all people have access to quality public goods and services. IBP partners with budget analysts, civil society organizations, and community advocates in more than 100 countries to generate evidence, advocate for reform, and strengthen public participation in budget decision-making.

IBP is a globally distributed organization with staff across multiple regions and in-depth country engagement in Nigeria, Senegal, South Africa, and Indonesia. It is a US-registered 501(c)(3) organization, with a branch office in Senegal and affiliates in the Netherlands and South Africa, and an anticipated affiliate in Nigeria. IBP operates with an annual budget of approximately USD 15 million, funded largely through institutional donors.

Consultancy Overview

  • Contract Length: Up to 6 months (1 April – 30 September 2026)
  • Time Commitment: Maximum of 114 billable days over the contract period (average 19 days per month)
  • Daily Rate: USD 200–250 (gross, inclusive of all taxes and fees)
  • Reporting Line: Director of Development
  • Team: Development
  • Location: Flexible / Remote
  • Travel: Occasional national or international travel may be required, subject to agreement and budget

The consultant will function as a senior member of the Development Team, working closely with Program, Finance & Operations, Communications, and Learning, Monitoring & Evaluation (LME) colleagues.

Purpose of the Consultancy

The Interim Development Manager will strengthen and accelerate IBP’s institutional fundraising during a critical transition period. The consultancy focuses on three core priorities:

  • Prospecting and pipeline development
  • High-quality donor reporting and grants coordination
  • Proposal development and donor engagement support

In addition, the role will support donor-facing events and engagement moments that advance cultivation, stewardship, and renewal.

Scope of Work and Key Responsibilities

1. Prospecting and Pipeline Development

  • Own and implement a six-month prospecting workplan aligned with IBP’s fundraising priorities
  • Conduct targeted prospect research, including donor mapping, landscape scans, and fit assessments
  • Identify and advance new funding opportunities through RFP monitoring, relationship pathways, and engagement entry points
  • Prepare concise internal donor intelligence briefs and engagement strategies in collaboration with the Senior Development Associate
  • Maintain an up-to-date fundraising pipeline, tracking stages, probabilities, deadlines, and expected values

2. Donor Reporting and Grants Coordination

  • Coordinate and draft high-quality narrative donor reports and supporting documentation
  • Strengthen reporting workflows, templates, timelines, and internal review processes
  • Ensure full compliance with donor requirements and proactively flag risks
  • Coordinate closely with Finance & Operations to align narrative and financial reporting
  • Maintain and refine grants calendars and deadline trackers to ensure accountability

3. Proposal Development and Engagement Support

  • Draft, edit, and coordinate concept notes and full proposals for priority funding opportunities
  • Ensure strong strategic positioning and adherence to donor guidelines
  • Develop briefing packs and background materials for leadership and program teams
  • Support structured stewardship, including meeting preparation, follow-up correspondence, and relationship management

4. Collaboration and External Representation

  • Participate actively in Development Team and cross-functional meetings
  • Contribute to a collaborative and learning-oriented team culture
  • Represent IBP externally in donor meetings, convenings, and conferences as agreed

5. Donor-Facing Events Support

  • Support a small portfolio of donor-facing events, both virtual and in-person
  • Define event objectives aligned with fundraising outcomes
  • Coordinate logistics in collaboration with an Events or Strategic Engagement Consultant
  • Produce post-event summaries, follow-up actions, and next-step recommendations

Required Qualifications and Experience

  • Minimum 8 years of institutional fundraising experience, including private foundations and/or bilateral and multilateral donors
  • Proven experience in prospect research and pipeline management, with clear examples of moving prospects to solicitation
  • Strong track record in donor reporting and grants coordination across multiple teams
  • Experience planning and managing donor engagement events
  • Excellent English writing and editing skills, with the ability to tailor content to donor audiences
  • Strong project management skills and attention to detail
  • Comfort working across time zones in globally dispersed teams
  • Proficiency in Microsoft Office and Teams; experience with Salesforce or other CRM systems is an advantage
