NORCAP Emergency Response Roster 2026: 75 Humanitarian Specialists Wanted Worldwide

Humanitarian professionals with extensive international emergency experience have an opportunity to join the NORCAP Emergency Response Roster 2026, with approximately 50–75 specialists expected to be selected across four key areas. The roster is designed to provide rapid humanitarian surge support to UN agencies responding to sudden-onset crises and complex humanitarian emergencies worldwide.

The opportunity is open to experienced professionals in Humanitarian Coordination, Information Management, Logistics and WASH. Applications must be submitted by 23 September 2026 at 11:59 PM Central European Time.

NORCAP Emergency Response Roster 2026

NORCAP, part of the Norwegian Refugee Council, is establishing an emergency response roster of highly qualified humanitarian professionals who can provide specialised support during crises.

The roster is expected to include around 10–15 specialists in each of four profiles, namely Humanitarian Coordination Specialists, Information Management Specialists, Logistics Specialists and WASH Specialists.

Roster membership is not a permanent position and does not guarantee deployment. Instead, it indicates that a professional has been assessed as suitable and ready for potential rapid humanitarian emergency assignments.

Assignments may take place at country or field level and are intended to strengthen existing partner and coordination capacity. Transition and handover are expected to be considered from the beginning of each assignment.

Humanitarian Coordination Specialist

Humanitarian Coordination Specialists will support effective and inclusive coordination between humanitarian response actors, including national and local organisations.

Responsibilities can include supporting cluster, sector and inter-agency coordination structures, facilitating operational meetings, contributing to response planning and identifying humanitarian needs and operational gaps.

Candidates should have at least seven years of international humanitarian experience and at least three international humanitarian missions in complex emergency, high-risk or hardship environments at coordination or management level.

Recent emergency experience, prior UN or inter-agency experience and knowledge of humanitarian coordination systems are important. Candidates must also have professional English proficiency and at least one of French, Arabic, Portuguese or Spanish.

WASH Specialist

The WASH Specialist will help humanitarian partners address urgent water, sanitation and hygiene needs during emergencies.

The role can involve rapid WASH needs assessments, emergency water supply and sanitation interventions, water-quality support, hygiene promotion and monitoring of WASH service gaps.

Applicants should have at least seven years of international humanitarian experience and experience across at least three complex emergency, high-risk or hardship missions. Experience in emergency WASH programming, water treatment, sanitation, hygiene and public-health risk management is required.

Knowledge of relevant humanitarian and WASH standards, including Sphere standards, as well as experience with WASH Cluster mechanisms, is also expected.

Information Management Specialist

Information Management Specialists will support humanitarian operations by ensuring that information is collected, managed, analysed and presented effectively.

Key responsibilities include establishing information management systems, developing datasets and reporting tools, maintaining data standards and producing dashboards, maps and analytical products.

Applicants should have at least seven years of international humanitarian experience, including three international humanitarian missions. Strong experience in humanitarian information management, data collection, analysis and visualisation is required.

Experience with dashboards, datasets, analytical reports, humanitarian coordination structures and responsible data management will be valuable.

Logistics Specialist

Logistics Specialists will support humanitarian operations during sudden-onset and complex emergencies.

Responsibilities include procurement and supply-chain management, transportation, customs, warehousing, inventory, asset management and distribution. Specialists may also identify logistical bottlenecks, strengthen logistics systems and contribute to emergency preparedness and contingency planning.

Candidates should have at least seven years of international humanitarian experience and three international humanitarian missions. A university degree or professional qualification in logistics, supply-chain management, warehouse management or a related field is required, together with at least five years of humanitarian logistics or supply-chain experience.

Experience in emergency logistics and areas such as health, medical, food, non-food item or cash-distribution logistics is prioritised.

What NORCAP Offers

Successful roster members can benefit from international humanitarian assignments, access to a global professional network and support from a dedicated Staff Care Unit. Salary and benefits will be provided according to the organisation’s framework for international assignments.

Applicants should note that an approved Health Certificate will be required before contract commencement and assignment.
