About the Consultancy
The consultancy falls under HI’s Armed Violence Reduction (AVR) division and the Explosive Ordnance Risk Education and Conflict Preparedness & Protection domain.

Key Responsibilities and Deliverables
The consultant will be expected to produce a comprehensive technical guideline in English and in an editable format.
The main deliverables include:
- A list of key CPP messages.
- Messages covering the periods before, during and immediately after an armed attack.
- A methodology for adapting global CPP messages to local contexts.
- Guidance on field testing and validation of contextualized messages.
- A presentation explaining the guideline and how HI staff should use it.
The consultant will work closely with HI teams, particularly the Global EORE Specialist, who will serve as the main contact person during the assignment.

What Should Applicants Submit?

Within the qualification component, experience and expertise account for 30%, the relevance of the technical offer to the Terms of Reference accounts for 25%, and consistency between the budget and proposed technical offer accounts for 5%.
