Humanity & Inclusion Seeks Consultants for Project End Evaluation – Apply by 12 August 2026
Humanity & Inclusion (HI), in partnership with CBM Christoffel-Blindenmission Christian Blind Mission e.V. (CBM), is inviting qualified consultants and consultancy teams to submit proposals for the external end evaluation of its flagship “Phase 4 – Leave No One Behind: Enabling the Uptake of the IASC Guidelines on Disability-Inclusion for Lasting Impact Through Side-Scaling & Localization” project.
This consultancy offers monitoring and evaluation specialists an opportunity to assess the impact of one of the humanitarian sector’s leading disability inclusion initiatives while contributing to future disability-inclusive humanitarian programming worldwide.

About the Consultancy
The Leave No One Behind (LNOB) project series has been promoting disability-inclusive humanitarian action since 2016. The initiative focuses on strengthening the inclusion of persons with disabilities in humanitarian responses through capacity building, evidence generation, policy development, and collaboration with Organizations of Persons with Disabilities (OPDs).
The current consultancy will evaluate Phase 4, which was implemented during 2025–2026, while also assessing the broader contribution and long-term impact of the entire four-phase project series.
The evaluation will help Humanity & Inclusion understand the project’s achievements, identify lessons learned, assess remaining gaps, and provide recommendations that can strengthen future disability-inclusive humanitarian programming.
Consultancy Objectives
The selected consultant or consultancy team will conduct an independent evaluation focusing on:
- Assessing the overall performance and effectiveness of Phase 4.
- Evaluating project relevance, efficiency, partnerships, and achieved results.
- Measuring progress against Outcome 4, particularly how project findings have influenced global humanitarian policy, sector guidance, and funding policies.
- Reviewing the cumulative impact of the Leave No One Behind project series (Phases 1–4).
- Identifying lessons learned, emerging trends, and opportunities for future programming.
Previous evaluations from earlier project phases will be made available to support the assessment.
Key Responsibilities
The consultancy will involve:
- Conducting an external end evaluation using appropriate evaluation methodologies.
- Reviewing project documentation and previous evaluation reports.
- Assessing project performance against established evaluation criteria.
- Evaluating disability inclusion approaches within humanitarian action.
- Identifying evidence of policy influence and sector-wide impact.
- Producing recommendations for future disability-inclusive humanitarian programming.
- Preparing a comprehensive final evaluation report.
Required Qualifications
Humanity & Inclusion is seeking an experienced consultant or team of experts with strong backgrounds in humanitarian evaluation and disability inclusion.
Applicants should possess:
- A postgraduate degree in social sciences, international studies, humanitarian action, development management, or a related discipline.
- Demonstrated experience conducting project evaluations.
- Strong knowledge of monitoring and evaluation methodologies and data collection techniques.
- Experience evaluating humanitarian projects funded by institutional donors.
- Proven expertise in disability-inclusive humanitarian action.
- Excellent facilitation, analytical, and communication skills.
- Working proficiency in English.
Preferred Qualifications
The organization also values applicants with:
- Practical humanitarian field experience.
- Experience coordinating humanitarian responses.
- Experience in capacity building within humanitarian contexts.
- Familiarity with innovative and pilot projects.
- French language skills.
- Experience producing accessible digital documents.
