2026 Consultancy Opportunity: HPV Technical Assistance (Girl Effect) |Apply by 2 May

The international non-profit Girl Effect is seeking an experienced consultant to provide technical leadership in the review, revision, and development of HPV vaccination communication and Social and Behaviour Change (SBC) guidelines. This consultancy is part of ongoing efforts to strengthen immunization demand generation and improve HPV vaccine uptake across multiple countries.

The assignment is expected to last approximately 40 working days (around 10 weeks) between May and July 2026, with a closing date for applications on 2 May 2026.

Background and Programme Context

Girl Effect works across Africa and Asia to design youth-centered communication platforms that improve health, education, and life outcomes for adolescent girls. The organization focuses on delivering evidence-based Social and Behaviour Change (SBC) interventions through media, digital tools, and community engagement.

Since 2016, Girl Effect has supported large-scale immunization programs funded by partners such as Gavi, the Vaccine Alliance. These programs have been implemented in countries including Ethiopia, Tanzania, India, and Nigeria.

Key achievements include:

  • Increasing awareness of HPV and routine immunization
  • Building trust in vaccines and health systems
  • Addressing social and behavioral barriers to vaccine uptake
  • Supporting national Expanded Programme on Immunization (EPI) systems

The current consultancy focuses on improving the technical quality and usability of HPV communication guidelines used in these programs.

Purpose of the Consultancy

The consultant will serve as a technical lead and primary writer, responsible for reviewing and strengthening nine HPV technical guidelines. These documents support immunization programming and are used by national health teams and implementing partners.

The goal is to ensure all materials are:

  • Technically accurate and aligned with global standards (WHO, UNICEF, Gavi)
  • Grounded in Social and Behaviour Change theory and practice
  • Practical for use by immunization program managers
  • Clear, structured, and implementation-ready

This is a high-level technical writing assignment requiring strong expertise in public health communication and immunization systems.

Scope of Work

The consultant will undertake four main areas of work:

1. Technical Review and Revision of HPV Guidelines

The consultant will revise nine existing HPV-related guidance documents, including topics such as:

  • Advocacy for HPV vaccination
  • HPV risk and crisis communication
  • Interpersonal communication strategies
  • Digital engagement approaches
  • Messaging frameworks
  • Planning for demand generation activities

Each guideline will require substantial rewriting, restructuring, and expansion—not just editing.

2. Strengthening SBC Integration

Across all materials, the consultant will:

  • Embed behavioural science and SBC principles
  • Ensure alignment with real-world EPI implementation
  • Incorporate lessons from field programming
  • Strengthen community engagement and communication linkages

The aim is to make behaviour change concepts practical and actionable.

3. Development of New Technical Content

Where gaps exist, the consultant will develop additional sections such as:

  • Strategies for reaching zero-dose populations
  • Caregiver decision-making pathways
  • Gender and social norms influencing vaccine uptake
  • Integration into routine immunization systems
  • Practical templates and planning tools

4. Development of a Summary HPV Guideline

A consolidated “reference guide” will be created for immunization managers. This document will:

  • Summarize all nine guidelines
  • Provide simplified operational guidance
  • Serve as a quick-reference tool for decision-makers
  • Support national HPV vaccination planning

Deliverables

The consultant will produce:

  • 9 fully revised HPV technical guidelines (publication-ready)
  • 1 comprehensive summary guideline for EPI managers
  • Embedded tools, templates, and frameworks
  • Up to 3 rounds of revision per document

All outputs must be ready for use in low- and middle-income country settings.

  • Familiarity with zero-dose and equity-focused strategies

Interested consultants must submit a concise proposal (maximum 5 pages) including:

Conclusion
