Overview of the Health Program National Evaluation Consultant Role
The Health Program National Evaluation Consultant will act as GPRA’s in-country representative, supporting evaluation processes and coordinating research activities within the assigned country.
The consultant will help ensure that field research is conducted effectively, ethically, and in a culturally appropriate manner. The role requires professionals who understand local health systems, community structures, and development environments.
This consultancy provides an opportunity for experienced professionals to contribute to important health evaluations that influence policies, programs, and interventions.
Key Responsibilities
Successful consultants will support GPRA through a range of responsibilities, including:
- Representing GPRA and building relationships with government agencies, NGOs, research institutions, and community organizations.
- Supporting evaluation planning and field research coordination.
- Recruiting and supervising data collection teams.
- Organizing interviews, focus group discussions, and surveys.
- Facilitating access to health facilities, project locations, and community stakeholders.
- Ensuring ethical and safe participation of research respondents.
- Supporting translation, transcription, and data quality assurance.
- Providing contextual information to strengthen evaluation reports.
- Maintaining communication with GPRA’s regional and global teams.
Required Qualifications
Applicants should have relevant professional experience and academic backgrounds in health, research, or development fields.
Candidates should have:
- A Bachelor’s degree in public health, social sciences, development studies, or a related field. A Master’s degree is preferred.
- At least five years of experience in monitoring and evaluation, research, or project coordination.
- Experience conducting interviews, focus groups, and field-based research.
- Strong relationships with government institutions, NGOs, and community-based organizations.
- Excellent communication and organizational skills.
- Fluency in English and knowledge of relevant local languages.
- Ability to work independently and manage multiple priorities.
Additional Skills and Experience
Preference will be given to candidates with experience supporting international evaluations or multi-country research projects.
Additional valuable experience includes:
- Maternal health programming.
- Gender-based violence prevention and response.
- Health systems strengthening.
- Social protection programs.
- Field team coordination and logistics management.
- Research writing and analytical reporting.
For applicants based in Angola, Portuguese language skills are considered an advantage.
