Global Survivors Fund Hiring a Monitoring, Evaluation and Learning Officer|Deadline: 6 September 2026

The Global Survivors Fund (GSF) is recruiting a Monitoring, Evaluation and Learning (MEL) Officer to support its growing international portfolio of reparative measures for survivors of conflict-related sexual violence.

This is a significant opportunity for an experienced monitoring, evaluation, research, and learning professional who wants to use evidence to strengthen programmes supporting survivors and affected communities.

The position is full-time, hybrid, and open to candidates based in Europe or Africa time zones UTC -1 to +3.

About the Global Survivors Fund

The Global Survivors Fund was established in 2019 by Dr Denis Mukwege and Nadia Murad, both Nobel Peace Prize laureates.

GSF works to improve access to reparations for survivors of conflict-related sexual violence around the world. It provides interim reparative measures where governments or other responsible actors are unable or unwilling to fulfil their obligations and advocates for stronger reparations programmes.

The organisation also provides technical expertise to governments and civil society organisations developing reparations programmes.

A survivor-centred approach is at the heart of GSF’s work, making ethical research, safeguarding, confidentiality, and survivor protection particularly important to this position.

About the MEL Officer Role

The MEL Officer will work within GSF’s MEL team and support monitoring, evaluation, learning, and accountability across both country-level projects and the organisation as a whole.

A major focus will be generating evidence about the results and impact of GSF’s reparative measures projects.

The successful candidate will contribute to monitoring systems, evaluations, reporting, learning processes, and evidence generation while ensuring that MEL activities are conducted in culturally responsive and survivor-centred ways.

The role will involve close collaboration with country coordinators, partner organisations, project teams, and other stakeholders.

Key Responsibilities

Monitoring

The MEL Officer will support monitoring activities for assigned reparative-measures projects and work closely with country coordinators.

Responsibilities include reporting against GSF’s key performance indicators, maintaining accurate indicator data, and contributing to routine organisational reporting.

The role therefore requires strong attention to detail and the ability to work with programme data across different country contexts.

Evaluation and Research

Evaluation is a major component of the position.

The successful candidate will supervise, coordinate, and adapt mixed-method impact evaluations involving survivors.

They will oversee data collection and ensure that processes meet quality, ethical, confidentiality, and survivor-centred standards.

GSF specifically mentions tools such as KoboToolbox, Excel, Stata, Power BI, and NVivo, making experience with data collection, quantitative analysis, qualitative research, and data visualisation highly valuable.

The MEL Officer will also write or contribute substantially to evaluation reports and presentations for both internal and external audiences.

Learning and Adaptive Programming

The position goes beyond measuring results.

The MEL Officer will help teams learn from programme implementation and use evidence to improve future activities.

This includes facilitating:

  • End-of-phase reviews
  • Lessons-learned workshops
  • Reflection sessions
  • Learning processes with partners and project teams

The officer will identify trends, lessons, emerging good practices, and areas for improvement.

They will then help translate these findings into practical recommendations for adaptive programming and strategic decision-making.

The role will also involve preparing learning notes and developing or adapting MEL tools based on experience from programme implementation.

MEL Systems and Capacity Building

The successful candidate will contribute to developing and refining theories of change, logical frameworks, indicators, assumptions, risks, and pathways to impact.

Another important responsibility is capacity strengthening.

The MEL Officer will train partner organisations, consultants, and country teams on MEL methodologies, data-collection protocols, and evaluation processes.

Training may take place remotely or through international travel to programme locations.

This means candidates should be comfortable not only conducting evaluations themselves but also helping other organisations develop their MEL capabilities.

Qualifications and Experience

GSF requires an advanced university degree at master’s level in Social Sciences, Education, Development Studies, or a related discipline.

Candidates should also have at least five years of professional experience in monitoring, evaluation, research, and/or learning.

Strong experience developing MEL frameworks, tools, indicator matrices, research methodologies, and evaluation processes will be important.

The organisation particularly values candidates with experience working on:

  • Gender-based violence
  • Sexual and reproductive health and rights
  • Conflict-related sexual violence
  • Humanitarian programmes
  • Survivor-centred programming
  • Education-focused programme evaluations
  • Evaluations involving children
  • Reparations processes

Experience conducting research directly with survivors of conflict-related sexual violence or children is considered an asset.

Ethical Research and Safeguarding

Because the position involves potentially vulnerable survivors and children, GSF places considerable emphasis on ethical research.

Applicants should demonstrate a strong commitment to:

  • Ethical research practices
  • Safeguarding
  • Confidentiality
  • Survivor protection
  • Responsible data management
  • Survivor-centred approaches

This is particularly important because the MEL Officer may be involved in collecting and analysing highly sensitive information.

GSF also maintains stringent safeguarding policies covering exploitation, abuse, harassment, misuse of power, discrimination, child safeguarding, and financial integrity.

Language Requirements

Fluency in English is required.

Fluency in French, Spanish, and/or Arabic is considered an advantage.

For professionals working across Africa or internationally, additional language skills could therefore strengthen an application.

Location and Work Authorisation

One of the strongest features of this vacancy is its geographical flexibility.

The position is listed as Europe and Africa, within time zones UTC -1 to +3.

It is also described as hybrid.

However, there is an important eligibility requirement: candidates must already be authorised to work in the country where they are based at the time of application.

GSF does not indicate that it will sponsor work permits or relocate successful candidates.

Therefore, applicants should not assume that the position provides visa sponsorship.

Travel Requirements

Although the position is hybrid, it is not necessarily fully remote.

The MEL Officer must be willing to undertake international travel when required, estimated at approximately 20% of working time.

This could include travel to programme countries to support MEL activities, evaluations, training, data collection, or capacity strengthening.

Contract and Start Date

The position is:

Job title: Monitoring, Evaluation and Learning (MEL) Officer
Contract: Employment
Duration: 2 years, with possible extension
Hours: Full-time, 40 hours per week
Working arrangement: Hybrid
Location: Europe/Africa, UTC -1 to +3
Expected start: November 2026

The salary is not specified in the vacancy information provided.

Application Deadline

Applications must be submitted by 6 September 2026 at midnight CET.

Applicants are required to provide two references as part of the application.

Only shortlisted candidates will be contacted.

GSF also highlights that it does not charge applicants any processing fees at any stage of recruitment. Applicants should therefore be cautious of anyone claiming to represent GSF and requesting payment or banking information.

Who Is This Role Best For?

This vacancy would be particularly suitable for an experienced MEL professional who combines technical evaluation skills with a strong understanding of humanitarian, development, gender, or human-rights programming.

An ideal candidate could have a background in M&E, programme evaluation, research, public policy, development studies, social sciences, education, or international development, provided they can demonstrate the required five years of professional experience.

The strongest applications are likely to come from candidates who can demonstrate both technical MEL expertise and experience working ethically with vulnerable populations.

Final Thoughts

The Global Survivors Fund MEL Officer position offers an opportunity to work at the intersection of monitoring and evaluation, human rights, gender-based violence prevention, survivor protection, research, and international development.

What makes the position especially interesting is its emphasis on turning evidence into practical change. The successful candidate will not simply collect programme data; they will help teams understand what the evidence means, identify lessons, strengthen programmes, and improve outcomes for survivors.

For qualified professionals based in eligible European or African locations, particularly those with five or more years of MEL experience and expertise in gender, GBV, humanitarian, or survivor-centred programming, this is a compelling international opportunity.
