The International Rescue Committee (IRC) is recruiting experienced humanitarian professionals to join its Global Surge Team (GST) as an Emergency Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator. This flexible, roster-based opportunity allows experts to deploy rapidly to humanitarian emergencies around the world, helping communities affected by conflict, disasters, and displacement. About the Opportunity
The IRC is one of the world’s leading humanitarian organizations, operating in more than 40 countries and responding to some of the most complex humanitarian crises. Through the Global Surge Team, professionals are deployed at short notice to support emergency operations where specialized expertise is urgently needed.
This position is designed for highly skilled MEAL professionals who can deploy within 72 hours and work in emergency settings for assignments lasting up to 12 weeks. Team members may undertake multiple deployments throughout the year depending on operational needs and availability.
Key Responsibilities
The Emergency MEAL Coordinator plays a critical role in ensuring humanitarian programs are guided by reliable evidence and accountability to affected populations.
Core responsibilities include:
- Leading rapid multi-sector needs assessments during emergencies.
- Designing monitoring, evaluation, accountability, and learning systems.
- Supporting data collection using digital platforms such as Kobo and CommCare.
- Producing high-quality quantitative and qualitative analysis.
- Developing monitoring frameworks, indicators, and evaluation plans.
- Establishing client feedback and accountability mechanisms.
- Strengthening data management and visualization systems.
- Supporting evidence-based decision-making across emergency programs.
- Coordinating with local partners, governments, and humanitarian stakeholders.
- Mentoring and building the capacity of national MEAL teams.
Who Should Apply?
IRC is seeking professionals with significant humanitarian experience and strong leadership capabilities.
Applicants should have:
- A university degree in statistics, data management, social sciences, public health, economic development, or a related field.
- At least five years of experience in humanitarian MEAL functions.
- Experience leading emergency needs assessments.
- Strong knowledge of monitoring and evaluation methodologies.
- Experience working with partner organizations and humanitarian coordination mechanisms.
- Advanced skills in mobile data collection platforms including Kobo, CommCare, or ODK.
- Strong Microsoft Excel skills.
- Experience with SPSS, STATA, Tableau, Power BI, or GIS software is considered an advantage.
- Excellent analytical, reporting, and communication skills.
- Fluency in both English and French.

Professionals must be available for at least 65 working days annually, with flexibility to deploy internationally at short notice. This makes the role ideal for experienced humanitarian specialists seeking varied, high-impact assignments across different emergency contexts.
