This remote consultancy focuses on evaluating a major advocacy project aimed at strengthening Global South participation in international tax reform efforts. The assignment offers experienced evaluators the chance to contribute to policy advocacy while shaping future strategies for the global tax justice movement.

Global Alliance for Tax Justice is a South-led global coalition working to promote fair and transparent tax systems worldwide. Established in 2013, the alliance brings together regional tax justice networks representing hundreds of civil society organizations across multiple continents.

Project Background

The consultancy focuses on evaluating a three-year project funded by Bread for the World.

Project title:
Global South Voices for International Tax Reform

Project duration:

  • January 2024 – December 2026

This is the first project funded by Bread for the World for GATJ and aims to strengthen civil society engagement in shaping global tax rules.

The evaluation will take place during the third and final year of the project, allowing lessons and recommendations to inform a follow-up initiative.

Project Objectives

The project aims to strengthen advocacy for fair global taxation, particularly around the development of a United Nations tax convention.

Key objectives include:

1. Strengthening Civil Society Advocacy

  • Increase the number of civil society organizations engaged in advocacy for a UN tax convention
  • Expand coordinated campaigns for international tax reform

2. Increasing Government Support

  • Encourage governments and international institutions to support the establishment of a UN tax convention
  • Increase collaboration between policymakers and tax justice advocates

Key Performance Indicators

The project measures success using several indicators, including:

  • A 30% increase in civil society organizations actively advocating for a UN Tax Convention by 2026
  • A 30% increase in countries where civil society campaigns support a UN tax convention
  • At least 10 governments or international institutions taking concrete steps to support the initiative
  • Increased engagement requests from government bodies and policymakers

These indicators help measure progress in strengthening international momentum for fair tax governance.

Purpose of the Evaluation

The primary purpose of the evaluation is to determine how effectively the project contributes to changing global tax rules.

The evaluation will also identify:

  • Strategic recommendations for a future project phase (2027–2029)

Importantly, the evaluation findings will directly inform the design of the next phase of advocacy as negotiations on a UN Tax Convention continue.

Evaluation Methodology

The selected consultant will design a mixed-methods evaluation approach, combining qualitative and quantitative analysis.

Suggested methods include:

  • Review of project documentation and reports
  • Interviews with GATJ staff, regional partners, and stakeholders
  • Case studies of selected advocacy initiatives
  • A workshop to discuss preliminary findings

The methodology must ensure inclusive participation and highlight Global South perspectives.

Deliverables and Timeline

The consultant will produce several key deliverables:

  • Inception report outlining methodology and work plan
  • Draft evaluation report presenting preliminary findings
  • Validation workshop to discuss conclusions with stakeholders
  • Final evaluation report (maximum 25 pages with executive summary)

The consultancy is expected to run from early April to the end of May 2026.

The evaluation budget is up to €15,000, covering all consultancy fees.
