Position Summary

The Regional Programs Manager (RPM) is a strategic leadership role within the Programs Department, supporting country offices in program design, planning, and implementation. Reporting to the COO, the RPM oversees project execution, guides country representatives, and ensures compliance with donor requirements. This position requires frequent short-term travel to field locations to support project launches, build capacity, and ensure high-quality program outcomes.

Key Responsibilities

Program Design, Planning & Implementation

  • Provide strategic leadership across assigned countries in program design, execution, monitoring, and evaluation
  • Align country programs with MedGlobal’s Medical Strategy, regional priorities, and 3-year strategic vision
  • Transform strategic objectives into actionable operational plans with measurable outcomes
  • Review and supervise concept notes, proposals, needs assessments, evaluations, and both narrative and financial reports
  • Track, analyze, and report program performance against key indicators, identifying and addressing challenges
  • Lead regular meetings with field teams to ensure timely updates and activity completion

Context Analysis & Strategy

  • Guide country representatives in assessing local needs and developing program strategies
  • Ensure alignment with Humanitarian Response Plans (HRPs), cluster priorities, and available budgets
  • Oversee context analyses, data collection, and needs assessments to inform regional interventions
  • Act as the primary liaison between HQ leadership and field teams
  • Promote documentation of best practices and knowledge sharing to strengthen program impact

Field Coordination, Coaching & Administration

  • Lead program budget development and ensure fiscal responsibility
  • Facilitate interdepartmental coordination among medical, MEAL, finance, HR, and IT teams
  • Mentor country representatives to achieve strategic goals and enhance operational performance
  • Oversee financial reporting, database management, and project documentation
  • Design and deliver training programs for field staff on project management and data systems

Monitoring, Evaluation, and Grant Management

  • Implement and supervise MEAL frameworks to ensure accountability, quality, and continuous improvement
  • Support country teams in grant proposal preparation, reporting, and partner coordination
  • Review financial reports and maintain accurate project documentation in compliance with organizational policies

Volunteer Engagement

  • Lead volunteer orientation and ensure adherence to MedGlobal standards
  • Oversee volunteer logistics, safety, and operational performance during Resiliency Medical Missions (RMMs)

Qualifications & Skills

  • Bachelor’s degree required; health or nutrition-related degree preferred
  • Minimum 8 years of NGO experience across multiple countries in program planning and implementation
  • Proven experience in personnel management, supervision, training, monitoring, and evaluation
  • Strong skills in project proposals, budgeting, reporting, and data management
  • Knowledge of UN and INGO funding and partnership systems
  • Excellent attention to detail, organizational skills, and flexibility
  • Fluency in English, both written and spoken
