WaterAid Global Menstrual Collective Strategic Action Plan Consultancy: Remote Opportunity | Apply by 14 September 2026

WaterAid is seeking an experienced consultant or consulting team to lead the development of a three-year Strategic Action Plan for the Global Menstrual Collective (GMC). This is a fully remote consultancy opportunity for a strategic planning professional with experience in civil society networks, advocacy coalitions, global health, rights-based initiatives, or related fields.

The assignment will involve facilitating consultations, analysing stakeholder input, developing a strategic action plan, and creating an implementation roadmap to strengthen the GMC’s role as a global advocacy network advancing menstrual health and hygiene.

The consultancy will run from 1 October 2026 to 31 January 2027, with an anticipated level of effort of approximately 30–35 person days. Interested consultants must submit their proposals by 14 September 2026 at 12:00pm British Summer Time (BST).

About the Global Menstrual Collective Consultancy

The Global Menstrual Collective is a global advocacy network focused on advancing menstrual health and hygiene as an issue of rights, dignity, and development. WaterAid is a founding member and hosts the GMC.

The GMC has recently worked with partners to develop a Political Economy Analysis (PEA) and a Shared Agenda for Action on menstrual health and hygiene. These initiatives are intended to provide an evidence-based foundation for systemic change.

The successful consultant will act as a trusted strategic thought partner to the GMC while facilitating engagement among its diverse members and partners.

Key Objectives of the Assignment

The main objective is to develop a comprehensive and actionable three-year Strategic Action Plan for the GMC.

The consultant will be expected to:

  • Build shared ownership among GMC members and partners.
  • Identify strategic priorities, member roles, contributions, and growth pathways.
  • Develop a Strategic Action Plan and Implementation Roadmap.
  • Clarify leadership, responsibilities, accountability, and learning mechanisms.
  • Identify opportunities for stronger global and regional partnerships.
  • Develop a business and funding plan.
  • Map existing capacity and resources and identify gaps.
  • Develop a potential funding pipeline to support the GMC’s sustainability.

The consultant will also provide independent analysis rather than simply summarising stakeholder opinions.

Scope of Work

The consultancy will begin with an inception and design phase. This will involve reviewing key GMC documents, including the Political Economy Analysis, Shared Agenda for Action, previous consultations, funding proposals, strategy documents, and relevant correspondence.

The consultant will then design and lead two to three structured online consultations with GMC members and partners. These sessions should encourage inclusive and meaningful participation across different regions and time zones.

Following the consultations, the consultant will synthesise stakeholder contributions alongside the PEA recommendations and Shared Agenda priorities. The resulting work should provide clear strategic recommendations and practical actions.

The consultant will also develop a capacity and resource mapping and present draft and final recommendations to the GMC Core Group and representatives of the Osprey and Waterloo Foundations.

Expected Deliverables

The successful consultant will produce three major deliverables:

  • A short inception report outlining the methodology, workplan, stakeholder engagement approach, and information to be reviewed.
  • A Strategic Action Plan and Implementation Roadmap covering governance, growth, network engagement, accountability, financial sustainability, and implementation.
  • A summary slide deck presenting the Strategic Action Plan and key recommendations.

All deliverables and payments must be completed by 31 January 2027.

Who Can Apply?

WaterAid is looking for an experienced strategic consultant or consultancy team with demonstrated expertise in strategic planning for civil society networks, advocacy coalitions, global health organisations, or rights-based initiatives.

Candidates should have:

  • Strong multi-stakeholder facilitation experience.
  • Experience working across countries, regions, and time zones.
  • Familiarity with political economy analysis and advocacy strategy.
  • Experience working with international NGOs, advocacy networks, or funding organisations.
  • Strong research, analytical, writing, and communication skills.
  • The ability to turn complex information into clear strategy documents.
  • Confidence providing independent and critical recommendations.
  • Excellent written and spoken English.
  • The ability to work independently within a defined timeframe.

Knowledge of menstrual health and hygiene, WASH, sexual and reproductive health and rights, or gender equality is an advantage.

How to Apply

Interested consultants should prepare a proposal of no more than six pages, excluding CVs and examples of previous work.

The submission should include a cover letter, technical proposal, financial proposal, two examples of relevant previous work, CVs, and two professional references.

The technical proposal should demonstrate understanding of the menstrual health and hygiene landscape, the assignment, proposed methodology, workplan, and anticipated challenges.

Applications should be submitted by email to Arundati Muralidharan at globalmenstrualcollective@gmail.com.
