Girls Not Brides Consultancy: External End of Project Evaluation – Education Out Loud Project 2026
Girls Not Brides: The Global Partnership to End Child Marriage is seeking an experienced Monitoring, Evaluation and Learning (MEL) consultant or consultancy team to conduct the external end-of-project evaluation of its Education Out Loud (EOL) Project – Phase 2 (2024–2026).
This is a global, short-term consultancy offering an opportunity for an experienced evaluator to assess a major initiative focused on strengthening civil society advocacy for girls’ education and ending child marriage across Francophone West Africa.
The consultancy is particularly suitable for professionals with strong experience in monitoring and evaluation, civil society advocacy, gender equality, girls’ education, child protection and international development.
Consultancy Overview
The Education Out Loud project is funded by the Global Partnership for Education and focuses on the interconnected challenges of child marriage and girls’ lack of access to quality education.
Phase 2 of the project runs from January 2024 to December 2026, building on the achievements of Phase 1, which ran from 2020 to 2023. The initiative works across seven Francophone West African countries: Benin, Burkina Faso, Côte d’Ivoire, Mali, Niger, Senegal and Togo.
The project brings together Girls Not Brides, national coalitions and Alliance partners to strengthen coordination, peer learning, evidence-based advocacy and policy dialogue.

Purpose of the Evaluation
Girls Not Brides is seeking an independent consultant or team to evaluate Phase 2 of the Education Out Loud project.
The evaluation has two main purposes: accountability and learning. It will assess how effectively project resources and activities contributed to the intended results while identifying lessons that can strengthen future programming.
The evaluation will also document achievements and evidence of change to support the visibility of the Alliance and future resource mobilisation.
The consultant will assess the project’s relevance, coherence, effectiveness, efficiency and sustainability, while considering how the project operated at national, regional and international levels.
What Will the Consultant Assess?
The evaluation will examine whether the project design responded effectively to the needs of girls at risk of child marriage and their communities.
Key areas include the project’s ability to adapt to fragile and changing environments, particularly in Burkina Faso and Niger, and its alignment with national, regional and international policy priorities.
The consultant will also assess how effectively national advocacy connected with regional and international influencing efforts and whether the Alliance structure strengthened opportunities for policy change.
Other areas include coalition capacity strengthening, joint advocacy, youth-led research and activism, evidence-based advocacy, learning initiatives and sustainability of project results.
Evaluation Methodology
The successful consultant will be expected to use a participatory, mixed-methods approach appropriate to the project’s transnational scope.
Methods should include a review of key project documents such as project proposals, narrative reports, MEL data, the Theory of Change and learning products.
The evaluation will also involve key informant interviews with Girls Not Brides staff, Alliance members, national and regional coalition partners and development partners.
Focus group discussions will be conducted with youth researchers and activists involved in the project’s youth-led research activities. The methodology should ensure gender-balanced and inclusive participation.
The consultant will also use outcome harvesting and most significant change approaches, where appropriate, to capture broader systemic and policy changes.
Who Can Apply?
Applicants should have an advanced degree in development studies, social sciences, gender studies or a related discipline.
Candidates should have extensive monitoring and evaluation experience and ideally have served as a lead evaluator on projects of similar size and complexity.
Experience evaluating civil society advocacy programmes, particularly those related to girls’ education, gender equality or child protection, will be highly relevant.
Applicants should also have experience working in Francophone West Africa and understand the region’s political, security and civic-space contexts.
Knowledge of OECD/DAC evaluation criteria, outcome harvesting, most significant change and qualitative and quantitative research methods is expected.
Experience evaluating transnational civil society networks or alliances, strong data-management skills and the ability to work independently are also important.
Full professional fluency in both English and French, written and spoken, is required.
