ACAPS is Seeking a Consultant: Gender and Protection (Remote) – Apply Before 17 February 2026

ACAPS is expanding its Consultant Roster for Gender and Protection as part of an exciting new chapter as an independent organisation based in the Netherlands. This call is open to senior consultants with strong humanitarian analysis capabilities or deep technical expertise who are interested in contributing to high-quality, independent analysis that informs humanitarian decision-making worldwide.

The roster is designed to enable ACAPS to draw on a diverse range of perspectives and specialised skills to strengthen its analytical outputs. Successful applicants will join a pool of trusted experts who may be engaged on a flexible, task-based basis over a 12-month period.

Area of Expertise: Gender and Protection

ACAPS is seeking consultants with demonstrated expertise in Gender and Protection, particularly in analytical and advisory roles within humanitarian contexts. Areas of interest include, but are not limited to:

  • Disaggregated data analysis, including gender, age, and disability perspectives
  • Vulnerability and risk analysis
  • Gender-based violence (GBV) analysis
  • Digital harms and technology-facilitated gender-based violence
  • Protection risks in complex crises or sudden-onset emergencies
  • Gendered economic empowerment

Consultants are expected to contribute analysis aligned with ACAPS’ methodologies, editorial standards, and analytical frameworks. Examples of ACAPS’ work are publicly available on its website.

Type of Work and Engagement Modalities

Work offered through the consultant roster may vary in scope, duration, and intensity, depending on ACAPS’ evolving needs. Typical engagement types include:

One-Off Support

  • Short, discrete tasks lasting from a few hours to several days
  • Examples include document reviews, expert consultations, or delivery of a single training session

Short-Term Support

  • Time-bound engagements ranging from several weeks up to three months
  • Examples include supporting proposal development, contributing to a series of analytical outputs, or delivering short-term capacity-building initiatives

All consultants are expected to work in line with ACAPS’ ways of working, quality standards, editorial guidelines, and analytical methodologies.

Contractual Details

Consultancies are primarily remote and home-based. However, some assignments may require travel, depending on the nature of the work and geographic focus.

Key contractual conditions include:

  • A 12-month Service Agreement issued by ACAPS Stichting (Netherlands)
  • Individual assignments defined through specific Scopes of Work (SoW) outlining deliverables, timelines, and fees
  • Flexibility for consultants to accept or decline work offered
  • Inclusion on the roster does not guarantee a minimum volume of work

All consultants must adhere to ACAPS’ terms and conditions, including holding appropriate insurance and complying with the ACAPS Code of Conduct.

Fee Structure

ACAPS provides the following indicative daily fee range based on market analysis and project budget considerations:

  • EUR 300–500 per day, exclusive of VAT

The final fee for each assignment will depend on factors such as scope, duration, seniority required, and travel. ACAPS reserves the right to adjust the fee range, with any changes communicated transparently to roster members.

Consultant Profile and Selection Criteria

Proposals will be assessed against the following indicative criteria:

  • Technical Expertise: Demonstrated competencies in the selected Gender and Protection focus areas
  • Humanitarian Experience: Relevant professional experience within humanitarian or emergency contexts
  • ACAPS Familiarity: Previous experience working with ACAPS, enabling rapid integration into existing workflows
  • Cost Competitiveness: Daily rate within the stated ACAPS fee range

Consultants may apply to multiple areas of expertise, provided each application is submitted separately and clearly addresses the relevant scope.

Application Process

Interested consultants must submit their application by 17 February 2026. Applications should be submitted through the online form and include:

  • CV or portfolio uploaded under the “CV” category
  • A proposal uploaded under the “Other” category, not exceeding three pages, excluding annexes

The proposal must include:

  • Description of relevant expertise and experience
  • Examples of comparable assignments or projects (as an annex)
  • Proposed daily rate in Euros, excluding VAT
  • Contact details for at least two professional references

Applicants submitting proposals for multiple expertise areas may submit a combined proposal of up to five pages, provided all areas are adequately covered.

Selection for the roster does not guarantee future work, and submission of a proposal does not automatically result in acceptance. Successful consultants will undergo ACAPS’ standard vetting and verification processes.
