Strengthening Gender and Inclusion Capacity in Peacebuilding Programs | The Carter Center | Closing Date: 10 July 2026

Overview of the Opportunity
The Carter Center is seeking a consultant to design and deliver targeted training on gender and inclusion for its Peace Programs. The assignment focuses on building staff capacity through two interactive virtual workshops aimed at improving both analytical and practical skills in gender-responsive programming.
The initiative reflects a broader institutional effort to ensure that peacebuilding work is grounded in inclusive approaches that recognize how gender dynamics shape conflict, access to resources, and participation in decision-making, particularly in fragile and volatile contexts.
Purpose of the Consultancy
The consultancy responds to identified capacity gaps within Peace Programs staff. These gaps relate to two primary areas.
First, there is a need to strengthen staff ability to conduct context-sensitive gender and inclusion analysis. This includes understanding how cultural norms, religious practices, and power structures influence gender relations and shape risks in fragile environments. Staff are expected to move beyond generic frameworks and instead apply nuanced analysis tailored to local realities.
Second, there is a need to improve how gender analysis is translated into program design. This involves integrating inclusion principles into project planning, implementation strategies, and monitoring and evaluation systems so that gender considerations are embedded throughout the program cycle rather than treated as an add-on.
Together, these goals aim to ensure that inclusion is operationalized in a practical and consistent way across all programming.
Scope of Work
The consultant will be responsible for designing and facilitating two virtual training sessions, each lasting approximately four hours. The work will include:
- Reviewing staff responses from a pre-training questionnaire to assess baseline understanding
- Designing tailored training curricula aligned with organizational needs
- Developing interactive learning materials such as slides, case studies, and group exercises
- Facilitating both training sessions in an engaging and participatory format
- Producing a short post-training report summarizing key outcomes, insights, and recommendations
The assignment emphasizes participatory learning methods, ensuring that staff are actively engaged through discussion, scenario-based learning, and applied exercises.
Training Focus Areas
The first training session will focus on context- and culturally sensitive gender and inclusion analysis. It will equip staff with tools to:
- Analyze gender norms and social dynamics in fragile settings
- Apply “Do No Harm” principles with attention to intersectionality and identity
- Identify risks related to exclusion, harm, or unintended consequences
- Understand how social norms influence access, participation, and vulnerability
The second session will focus on inclusive project design and planning. Key learning outcomes include:
- Integrating gender and inclusion into program design and M&E systems
- Applying gender analysis to real project tools and frameworks
- Strengthening practical decision-making for inclusive programming outcomes
Together, these sessions aim to bridge the gap between theoretical understanding and operational application.
Deliverables and Timeline
The consultancy is expected to run over approximately eight weeks, with key deliverables structured as follows:
- Submission of detailed training agenda and methodology (early August)
- Development of training materials including slides, handouts, and exercises
- Delivery of two virtual training sessions (one in August and one in September)
- Submission of a final summary memo documenting training results and lessons learned
The total budget ceiling for the assignment is $5,000, with payment tied to completion of deliverables.
Required Expertise
The ideal consultant will bring strong expertise in gender analysis, inclusive programming, and participatory training design. Experience in international development, peacebuilding, or human rights programming is highly desirable.
Key competencies include:
- Strong knowledge of gender equality and inclusion frameworks
- Proven facilitation and adult learning skills
- Experience working in fragile or conflict-affected environments
- Ability to translate technical concepts into practical tools for field staff
- Strong communication and curriculum development skills
Application Process
Interested applicants are invited to submit the following materials:
- Updated CV or organizational profile
- A brief one-page proposal outlining the proposed training approach and cost structure
- Examples of previous relevant work or training deliverables
Applications must be submitted by email to:
jasmine.watts@cartercenter.org
Evaluation Criteria
Applications will be assessed based on:
- Relevant background and experience (30%)
- Proposed approach and methodology (40%)
- Cost effectiveness of the proposal (30%)
Shortlisted candidates may be contacted for additional information or invited to participate in a virtual interview.
Final Note
This consultancy represents an opportunity to strengthen institutional capacity within peacebuilding programming by embedding gender and inclusion principles more deeply into practice. Through interactive training and applied learning, the assignment aims to support staff in developing more responsive, context-aware, and equitable approaches to program design and implementation.
By investing in these skills, the organization reinforces its commitment to inclusive peacebuilding and more effective programming in complex environments.
