Shape Change: UN Women Needs a GBV Media Consultant – Apply by 29 Mar 2026

UN Women, in collaboration with the Central Asian Alliance to End Gender-Based Violence (GBV), is seeking a home-based National Consultant to develop and support media courses and related activities in Central Asia in 2026. This consultancy aims to strengthen ethical, gender-sensitive reporting on GBV and enhance public awareness across the region, targeting Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.
Background and Context
The Central Asian Alliance to End GBV was established in June 2023 under the EU-UN Spotlight Initiative. The Alliance serves as a regional platform uniting governments, civil society organizations, media, and GBV experts to advance coordinated and gender-transformative action. Its work aligns with global frameworks, including:
- The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW)
- The Beijing Declaration and Platform for Action
- The Sustainable Development Goals 2030
- Commitments emerging from the Generation Equality Forum
Despite progress in legal reform, institutional capacity, and data collection, GBV remains widespread in Central Asia. Approximately 19.5% of women aged 15–49 have experienced physical or sexual violence from an intimate partner. Persistent patriarchal norms, gender inequality, and insufficient media coverage contribute to the normalization of violence, emphasizing the need for targeted capacity-building in ethical reporting.
Objectives of the Consultancy
The consultancy focuses on developing sustainable, region-specific media resources that integrate gender-sensitive GBV reporting into everyday journalistic practices. Key objectives include:
- Creating a Training of Trainers (TOT) program for journalists and media creators.
- Developing a digital video course on ethical GBV reporting for content creators and journalists.
- Supporting the HeForShe campaign in Central Asia through media engagement.
- Establishing sustainable mechanisms for ongoing knowledge-sharing and media capacity building.
Responsibilities
The National Consultant will work closely with UN Women Kazakhstan and the Alliance to achieve the following:
- Develop Terms of Reference (TORs): For both the TOT program and digital video course.
- Identify stakeholders: Engage journalists, media outlets, and civil society organizations from at least two countries.
- Organize training events: Select trainers, vendors, venues, and ensure hybrid delivery for broad participation.
- Procurement support: Analyze vendors, recommend service providers, and assist with selection processes.
- Monitoring and evaluation: Establish mechanisms to assess training effectiveness and the impact of knowledge products.
- Knowledge dissemination: Support the integration of training resources into newsroom standards, mentoring programs, and educational curricula.
- Media campaigns: Contribute to the #HeForShe campaign and help identify regional advocates.
- Regional media awards (optional): Conceptualize an awards program recognizing ethical GBV reporting.
Expected Outcomes
Upon successful completion, the consultancy will result in:
- A comprehensive TOT program and digital video course on gender-sensitive journalism.
- Broader participation of media professionals in ethical GBV reporting across Central Asia.
- Sustainable training mechanisms embedded within media organizations and newsrooms.
- Strengthened public awareness and communication on GBV issues.
- Ongoing support for #HeForShe campaigns and regional advocacy.
Required Qualifications
Education:
- Advanced university degree (Bachelor’s or equivalent) in Journalism, Media Studies, Gender Studies, Social Sciences, International Development, or related fields.
Experience:
- Minimum 7+ years in media/journalism, focusing on gender-sensitive reporting and GBV.
- Experience in designing, delivering, and evaluating training programs for media professionals.
- Knowledge of Central Asian socio-cultural and political contexts is an asset.
- Familiarity with international and regional gender equality frameworks (CEDAW, Beijing Platform, Generation Equality Commitments).
- Experience in advocacy, strategic communications, and engaging men and boys in gender equality initiatives.
Languages:
- Fluency in Russian and English.

Consultancy Arrangement
