WGNRR Africa is inviting qualified consultants to apply for a consultancy assignment focused on strengthening feminist Gender-Based Violence (GBV) prevention, accountability mechanisms, and survivor-centred Monitoring, Evaluation, Accountability and Learning (MEAL) systems.
This consultancy provides an opportunity for an experienced policy, governance, safeguarding, and organisational development specialist to support institutional strengthening efforts under the Justice for Survivor Project.

WGNRR Africa is working to advance feminist approaches, gender justice, and survivor-centred practices through advocacy, institutional strengthening, and movement-building initiatives.
Through the Justice for Survivor Project, the organisation is strengthening its internal systems to ensure that its policies, programmes, and accountability structures are aligned with feminist principles, safeguarding standards, and survivor-centred approaches.
The consultancy will contribute to creating stronger institutional mechanisms for preventing GBV, protecting survivors, documenting impact, and improving organisational learning.
About the Consultancy
The selected consultant will support WGNRR Africa in developing and operationalising an integrated institutional framework covering:
- Feminist GBV prevention and accountability
- Survivor-centred protection mechanisms
- Safeguarding systems

- Advocacy monitoring
- Organisational learning
The consultant will review existing systems, develop new tools and policies, strengthen MEAL processes, and support staff and board members to effectively implement improved accountability mechanisms.
Key Objectives of the Assignment
The consultancy aims to:
- Review and strengthen institutional policies and systems.
- Develop a Feminist GBV Prevention, Protection and Accountability Framework.
- Enhance survivor-centred and gender-responsive MEAL systems.
- Establish strategic litigation monitoring and documentation tools.
- Strengthen staff and board capacity to implement revised policies and frameworks.
Scope of Work
Institutional Review and Assessment
The consultant will:
- Review existing organisational policies, including gender equality, safeguarding, HR, risk management, whistleblowing, and MEAL documents.
- Conduct consultations with management, staff, and board members.
- Identify institutional gaps related to GBV prevention, survivor protection, accountability, and organisational learning.
- Assess alignment with feminist, trauma-informed, and gender-transformative approaches.
Policy Development and Strengthening
The consultant will strengthen key institutional policies, including:
Gender Equality and Inclusion Policy
The revised policy should:
- Reflect feminist governance principles.
- Promote gender equality and inclusion.
- Strengthen GBV prevention commitments.
- Clarify responsibilities of leadership, staff, consultants, volunteers, and partners.
- Align with safeguarding and accountability standards.
Risk Management Policy
The consultant will develop a comprehensive risk management framework addressing:
- Safeguarding risks

Feminist GBV Prevention, Protection and Accountability Framework

- Knowledge of Tanzanian NGO governance frameworks.
