The initiative supports ForAfrika’s ongoing transition toward a balanced humanitarian-development model, where staff learning, organizational performance, and programme quality are strengthened through scalable digital solutions. With teams operating in fragile and resource-constrained environments, the organization is prioritizing flexible, low-bandwidth training systems that can reach staff consistently across all country offices.
A Structured Instructional Design Approach
The consultancy will focus on developing a structured suite of SCORM 1.2, SCORM 2004, or xAPI-compliant e-learning modules using evidence-based instructional design and adult learning principles.
The selected consultant or service provider will be expected to begin with a comprehensive Training Needs Assessment (TNA), including document reviews, surveys, and virtual consultations with country offices and subject matter experts (SMEs). This will inform the design of a Content Development Plan outlining module topics, learning objectives, sequencing, and assessment strategies.
Key deliverables in this phase include:
- Inception report with methodology and workplan
- Training Needs Assessment report
- Structured content development plan
- Draft learning pathways aligned with organizational priorities

The consultancy also includes responsibility for uploading and configuring training modules on ForAfrika’s Learning Management System (LMS). The consultant will ensure proper SCORM/xAPI tracking, reporting functionality, and compatibility across devices and browsers.
Quality assurance activities will include:
- Cross-browser and cross-device testing (desktop, tablet, mobile)
- Simulation of low-bandwidth conditions
- Validation of completion tracking and scoring logic

At least two structured review cycles with SMEs will be conducted to ensure accuracy, contextual relevance, and alignment with organizational needs.
Capacity Building and Knowledge Transfer
A key objective of the consultancy is to ensure sustainability through internal capacity strengthening. The consultant will support ForAfrika teams in managing, updating, and republishing e-learning content independently after project completion.
This includes:
- A virtual orientation session for LMS administrators and programme focal points
- A detailed Content Maintenance Guide
- Handover of all editable source files and raw media assets
- Documentation of system configuration and integration processes

Ethical Standards, Safeguarding, and Inclusion
