ForAfrika, an African-founded and led organization with over 40 years of impact across the continent, is seeking a Chief of Party (CoP) to provide strategic leadership and management for its USDA McGovern-Dole-funded school feeding program in Angola. This role offers an experienced development professional the opportunity to oversee a multi-sectoral program focused on education, nutrition, WASH (Water, Sanitation, and Hygiene), and school attendance.

Role Overview: Chief of Party
The Chief of Party will be responsible for overall leadership, strategic direction, and program management. This includes ensuring compliance with USDA regulations, coordinating with stakeholders, and achieving program objectives across multiple sectors.
Key responsibilities include:
Leadership, Management & Accountability (LMA)
- Provide strong leadership across the program, ensuring clarity of roles and decision-making authority.
- Lead capacity-building and structured training for senior management, technical leads, and field teams.
- Promote ethical leadership, safeguarding, duty of care, and adaptive leadership.
- Build leadership capacity in the DCOP, Operations Manager, and technical specialists.
- Embed LMA principles into daily operations, supervision, and performance reviews.
- Identify capacity gaps and implement training plans through coaching, mentoring, and formal sessions.
- Ensure safeguarding policies and codes of conduct are actively reinforced.
- Support recruitment, onboarding, and leadership succession planning.
Strategic Leadership & Program Management
- Provide technical oversight for food distribution, literacy, nutrition, WASH, and school meals.
- Align program implementation with approved workplans, budgets, and USDA requirements.
- Lead workplan development, budget revisions, and performance monitoring.
- Manage program risks and implement adaptive management strategies.
USDA Relations & Compliance
- Serve as primary liaison with USDA Washington and field offices.
- Ensure compliance with USDA regulations, including 2 CFR 200 and McGovern-Dole guidelines.
- Manage USDA commodity logistics and coordinate with the Kansas City Commodity Office (KCCO) and Transportation Allocation Request (TAR) processes.
- Lead annual USDA site visits and program reviews.
- Ensure compliance with branding and marking requirements.
Government & Stakeholder Coordination
- Build and maintain relationships with the Government of Angola, including the Ministry of Education and Ministry of Social Action.
- Coordinate with UN agencies (WFP, UNICEF), donors, and implementing partners.
- Represent ForAfrika in technical working groups and coordination forums.
- Facilitate government ownership and program sustainability.
Partnership & Sub-recipient Management
- Oversee sub-recipient selection, contracting, and performance management.
- Ensure sub-recipient compliance with USDA and ForAfrika standards.
- Build local partner capacity for quality program delivery.
Financial & Resource Management
- Oversee budget execution, burn rates, and pipeline management.
- Ensure compliance with USDA cost principles and internal financial controls.
- Approve major expenditures and support audit preparations.
Required Knowledge, Skills, and Experience
- Master’s degree in International Development, Public Health, Education, Food Security, or related fields (or Bachelor’s with substantial experience).
- 10+ years of experience in international development program management.
- 5+ years in senior leadership of USDA-funded programs (McGovern-Dole, Food for Peace, Food for Progress).
- Proven experience as Chief or Deputy Chief of Party on multi-year programs valued at USD 5 million or more.
- Expertise in multi-sectoral programs: education, school feeding, nutrition, WASH, and food security.
- Strong experience in government and stakeholder engagement, including ministries, donors, UN agencies, and partners.
- Professional experience in sub-Saharan Africa and familiarity with USDA monitoring tools, including FANTA indicators.
- Knowledge of Angola’s education sector and government structures.
- Experience transitioning programs to government ownership.
- Commitment to ForAfrika’s values and high professional integrity.
Preferred Qualifications
- In-depth understanding of USDA compliance requirements and regulations (2 CFR 200).
- Experience managing USDA commodity logistics.
- Expertise in program design, monitoring, evaluation, learning (MEL), and adaptive management.
- Strong skills in donor reporting and proposal development.
- Strategic thinking and visionary leadership for large-scale programs.
