The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is inviting applications for two International Consultants – Cash and Voucher Specialist (Home-Based, Retainer) to provide technical and operational support for humanitarian cash and voucher assistance (CVA) programmes in Afghanistan.
This consultancy offers an opportunity for experienced humanitarian professionals to contribute to gender-responsive programming, strengthen cash assistance systems, and support UN Women’s efforts to improve assistance for women and vulnerable communities affected by complex humanitarian challenges.

Role Overview
The selected consultants will provide specialised technical support to ensure that UN Women’s Cash and Voucher Assistance programmes are high-quality, effective, and aligned with gender-responsive humanitarian standards.
Working closely with UN Women’s Afghanistan country office and regional teams, consultants will contribute expertise in programme design, implementation, monitoring, and capacity development. The role will also support the transfer of knowledge and skills to strengthen internal institutional capacity.
Key Responsibilities
The Cash and Voucher Specialist consultants will be responsible for supporting various aspects of humanitarian cash programming, including:
- Providing technical guidance for the design, implementation, and quality assurance of cash and voucher assistance programmes.
- Ensuring humanitarian cash interventions integrate gender considerations and respond effectively to the needs of women and families.
- Delivering technical assistance and capacity-building support to UN Women staff and partners.
- Supporting the development and improvement of information management systems for beneficiary registration, verification, and data protection.
- Reviewing standard operating procedures and guidance materials related to cash assistance.
- Engaging with humanitarian coordination groups and relevant partners to strengthen collaboration.
- Developing monitoring frameworks and supporting accountability mechanisms for cash distributions.
Consultancy Location and Contract Details
This is a home-based international consultancy offered under a retainer contract arrangement.
The consultant will be engaged based on programme needs and availability during the contract period. The assignment covers a maximum of 100 working days over seven months. While there is no guaranteed workload throughout the contract period, consultants may accept assignments depending on their availability.
Although the position is home-based, selected consultants may be required to travel to Afghanistan as part of official duties. Travel arrangements will be managed according to UN Women’s official travel policies.
Required Qualifications and Experience
Applicants should have strong expertise in humanitarian programming, cash assistance, and gender-responsive approaches.
The required qualifications include:
- A Master’s degree or equivalent in Gender Studies, International Development, International Relations, Social Sciences, or a related field.
- At least five years of professional experience designing, implementing, and monitoring cash-based interventions, preferably in humanitarian contexts.
- Experience managing information systems and using tools such as KoBo Toolbox, ODK, or other mobile data collection and statistical software.
- Ability to work independently, manage multiple priorities, and collaborate effectively within multicultural teams.
Additional experience working with UN agencies, donors, humanitarian coordination structures, or Afghanistan-related programmes will be considered an advantage.
Language Requirements
Fluency in written and spoken English is required. Knowledge of another official UN language is considered an asset.
