Home-Based Consultancy Supporting Gender-Responsive Procurement

The National Consultant will support the WE RISE Together 2.0 (WRT 2.0) programme, a regional initiative designed to increase market access and economic opportunities for women-owned businesses and gender-responsive enterprises across the Mekong sub-region.

The project focuses on advancing gender-responsive procurement by working with governments, businesses, and institutions to create more inclusive procurement systems.

The consultancy will:

• Provide technical advice on gender-responsive procurement.
• Support government partners in strengthening procurement policies.
• Develop practical tools and guidelines.
• Facilitate training and knowledge-sharing activities.
• Improve connections between buyers and women-owned businesses.

The consultant will work from home under a retainer contract covering up to 200 working days between September 2026 and January 2029.

Key Responsibilities of the Consultant

The successful consultant will collaborate with UN Women’s programme team and government partners to strengthen gender-responsive procurement systems.

Main responsibilities include:

• Providing technical guidance on integrating gender considerations into public procurement policies.
• Supporting the development of procurement frameworks, procedures, and guidelines.
• Helping institutions collect and use sex-disaggregated procurement data.
• Supporting pilot initiatives that promote women-owned business participation.
• Developing procurement checklists, tools, and implementation resources.
• Documenting lessons learned and successful approaches.
• Supporting training sessions for government officials and stakeholders.
• Facilitating partnerships between women-owned businesses and buyers.

The consultant will also contribute to policy experimentation by helping design and assess initiatives that improve women entrepreneurs’ participation in procurement opportunities.

Strengthening Opportunities for Women-Owned Businesses

A key focus of this role is addressing barriers that prevent women-owned businesses from accessing larger markets.

Through gender-responsive procurement approaches, the consultant will support initiatives that:

• Increase visibility of women-owned businesses.
• Improve supplier development opportunities.
• Strengthen business networks.
• Connect women entrepreneurs with public and private sector buyers.
• Promote inclusive procurement practices.

The consultant will help establish supplier databases and tools that allow organisations to identify and engage qualified women-owned enterprises.

Qualifications and Experience Required

UN Women is seeking candidates with experience in gender equality, economic empowerment, policy development, and procurement-related initiatives.

Applicants should have:

• A Master’s degree in economics, gender equality, development studies, social sciences, public policy, administration, or related fields.
• At least two years of relevant experience providing technical support and policy advice to government institutions.
• Experience working on women’s economic empowerment, MSME development, or public procurement frameworks.
• Experience facilitating workshops, training sessions, and stakeholder consultations.
• Knowledge of gender-responsive approaches and inclusive economic development.

Candidates should also demonstrate:

• Strong communication skills.
• Ability to engage government officials and private sector stakeholders.
• Experience developing knowledge products and policy recommendations.
• Understanding of gender equality within economic systems.

Fluency in Khmer and English is required.
