A new consultancy opportunity has been announced for an evaluation of Danmission’s Strategic Partnership Agreement II (SPA II) programme. Danmission is a Danish faith-based organisation working across Africa, the Middle East, Asia, and Europe, focusing on peacebuilding, justice, and sustainable development.

Purpose of the Evaluation

- Programme results (50%)
Assessment of achievements, outcomes, and overall effectiveness across country programmes. - Added value (25%)
Analysis of Danmission’s contribution to local leadership, coalition-building, and faith-based dialogue initiatives. - Value for money (25%)
Review of efficiency, cost-effectiveness, and responsible use of resources.

Scope of Work
The consultancy will include a combination of desk-based research and fieldwork, with Tanzania selected as the primary country for in-depth analysis. The evaluation will use an Outcome Harvesting approach, focusing on identifying real changes that have occurred as a result of programme activities.
Key tasks include:
- Reviewing programme documentation across all SPA II countries
- Conducting field research in Tanzania
- Engaging with partners and stakeholders
- Identifying and validating outcomes
- Producing evidence-based findings and recommendations
The final deliverable will support both accountability and strategic decision-making for Danmission’s next programming phase.
Timeline and Resources
The assignment is planned over approximately 50 working days, running from mid-September to mid-December 2026. Field visits will be conducted during this period, depending on the agreed workplan.

- End date: 15 December 2026
- Duty station: Home-based with travel to Tanzania
- Budget: 300,000 DKK (including reimbursables)
Consultant Profile
Applicants should demonstrate strong expertise in monitoring and evaluation, particularly in complex international development contexts.
Required qualifications include:
- 5–9 years of relevant professional experience
- Strong skills in qualitative and mixed-methods evaluation
- Familiarity with Outcome Harvesting or similar methodologies
- Experience working across multi-country programmes
- Ability to engage diverse stakeholders and partners
