About the Consultancy
Action Against Hunger is commissioning a research study to better understand how Team Europe’s blended finance and guarantee instruments are influencing nutrition financing. As donors increasingly rely on innovative financing models to mobilize private-sector investment, there is a growing need to assess how these mechanisms affect nutrition outcomes, public investment, and civil society engagement.
The consultancy will span approximately 30 working days between August and October 2026, with all deliverables produced in English.
Purpose of the Study
The selected consultant will be responsible for conducting a comprehensive analysis of Team Europe’s financing architecture and its impact on nutrition funding.
The consultancy will focus on:
- Mapping the institutions, financial instruments, mandates, and investment pipelines that make up Team Europe’s blended finance and guarantee architecture relevant to nutrition.
- Examining the political economy and financial dynamics influencing nutrition financing.
- Assessing transparency, governance, and private-sector participation in funding decisions.
- Identifying opportunities and limitations for NGOs and civil society organizations to engage with these financing mechanisms.
Key Research Question
The study will explore the following central question:
To what extent, and through which mechanisms, are Team Europe’s and Global Gateway’s blended finance and guarantee instruments shaping resource allocation for nutrition compared with traditional public-sector systems strengthening approaches?
The research will also examine how these trends align with broader political priorities and narratives surrounding resource scarcity.
Stakeholder Interviews
A key component of the consultancy involves engaging with a range of stakeholders through semi-structured interviews.
Working closely with Action Against Hunger, the consultant will interview representatives from:
- European Union institutions
- EU Member States
- Development Finance Institutions (DFIs)
- Non-governmental organizations (NGOs)
- Civil society organizations
- Technical experts
- Agri-food and nutrition companies or consulting groups (where feasible)
Approximately 12 interviews are expected to inform the study.
Who Should Apply?
Action Against Hunger is seeking a consultant with demonstrated experience in international development finance and policy research.
The ideal candidate should have:
- Proven knowledge of development finance architecture.
- Experience working with institutions such as the European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), Development Finance Institutions (DFIs), Public Development Banks (PDBs), Export Credit Agencies (ECAs), and Multilateral Development Banks (MDBs).
- Familiarity with Team Europe Initiatives, Global Gateway, EFSD+, and NDICI frameworks.
- Strong analytical and research skills.
- Experience conducting stakeholder interviews.
- Excellent written and spoken English.
Knowledge of French, Spanish, Italian, or German is considered an added advantage.
