IFRC Seeks Consultant for Final Evaluation of Ecuador Emergency Appeal Response|Apply by 30 Jun 2026

The International Federation of Red Cross and Red Crescent Societies (IFRC) has announced an exciting consultancy opportunity for experienced humanitarian evaluation professionals to conduct the Final Evaluation of the Emergency Appeal (MDREC027) launched in response to severe flooding and environmental contamination in Ecuador.

This consultancy offers a unique opportunity to contribute to institutional learning, accountability, and the strengthening of future emergency operations while assessing one of Ecuador’s most significant humanitarian responses in recent years.

Background of the Emergency

Throughout 2025, Ecuador faced a series of devastating emergencies triggered by intensified rainy seasons that caused widespread flooding, landslides, infrastructure damage, and humanitarian needs across all 24 provinces of the country.

More than 4,400 adverse weather-related events were recorded between January and December 2025, affecting homes, livelihoods, critical infrastructure, and access to essential services. The impacts were particularly severe in several provinces, including Esmeraldas, Manabí, Guayas, Los Ríos, El Oro, Loja, and Pichincha.

One of the most significant incidents occurred on March 13, 2025, when a landslide damaged the Trans-Ecuadorian Pipeline System (SOTE), causing a major oil spill in Esmeraldas Province. The environmental disaster contaminated key water sources and affected more than 500,000 people in the cantons of Atacames, Esmeraldas, Muisne, Quinindé, and Rioverde.

Just weeks later, on April 25, 2025, a magnitude 6.1 earthquake struck Esmeraldas Province, affecting more than 8,000 people and creating additional humanitarian needs related to shelter, health, water access, and psychosocial support.

In September 2025, another crisis emerged when severe damage to the San Mateo water treatment plant disrupted access to potable water for approximately 300,000 people in Esmeraldas, Atacames, and Rioverde.

In response to these multiple emergencies, IFRC launched the Emergency Appeal MDREC027 on March 23, 2025, initially requesting CHF 4 million and later expanding the appeal to CHF 4.5 million. The operation aims to assist 187,386 people over an 18-month period running from March 2025 to September 2026.

Purpose of the Consultancy

The selected consultant or consulting team will conduct a comprehensive final evaluation of the Emergency Appeal operation. The assessment will examine the overall performance of the response and determine how effectively it addressed the needs of affected populations.

The evaluation will focus on IFRC’s established criteria, including:

• Relevance and appropriateness
• Coherence
• Coverage
• Effectiveness
• Efficiency
• Equity
• Protection and safety

The findings will help IFRC, the Ecuadorian Red Cross, participating national societies, donors, and humanitarian partners better understand the operation’s achievements, challenges, lessons learned, and areas for improvement.

Scope of Work

The consultancy will run between July and September 2026 and is expected to last approximately two months.

The consultant will be responsible for designing and implementing an evaluation methodology aligned with the IFRC Evaluation Framework. A mixed-methods approach is required, combining qualitative and quantitative data collection techniques.

Potential evaluation methods may include:

• Document reviews
• Semi-structured interviews
• Focus group discussions
• Participatory consultations
• Indicator analysis
• Surveys
• Direct observation
• Field visits
• Validation workshops

The assignment will include both remote work and field missions within Ecuador. Proposed field visits are expected to take place in Esmeraldas and Santo Domingo de los Tsáchilas, although final locations will be confirmed after contracting.

A key component of the assignment will be facilitating a Lessons Learned Workshop in Quito, where findings and recommendations will be discussed with stakeholders and operational teams.

Expected Deliverables

The selected consultant or team will be expected to produce several key outputs:

1. Inception Report

This document should include:

• Detailed methodology
• Workplan and timeline
• Data collection tools
• Stakeholder mapping
• Lessons Learned Workshop methodology

2. Preliminary Findings Presentation

The consultant will present initial findings to the Evaluation Management Team and key stakeholders for validation and feedback.

3. Final Evaluation Report

The report should include:

• Executive summary
• Methodology
• Key findings
• Conclusions
• Recommendations

4. Lessons Learned Workshop Report

This report will capture:

• Lessons learned
• Good practices
• Improvement opportunities
• Strategic recommendations

All deliverables must be submitted in both Spanish and English.

Required Qualifications

IFRC is seeking professionals with demonstrated experience in humanitarian evaluations and emergency operations. Strong expertise in participatory methodologies, workshop facilitation, qualitative and quantitative analysis, and technical report writing is essential.

Experience working with humanitarian organizations is highly desirable, while previous engagement with IFRC or Red Cross and Red Crescent National Societies will be considered an advantage.

Advanced proficiency in both Spanish and English is mandatory.

Additional expertise in Cash and Voucher Assistance (CVA), Water, Sanitation and Hygiene (WASH), emergency health programming, institutional strengthening, and complex emergency evaluations will strengthen an applicant’s profile.
