Consultancy Overview
This consultancy supports GFC during an organizational transition in its Learning and Evaluation (L&E) function. The Interim Senior Learning and Evaluation Manager will help maintain continuity in core systems while contributing to long-term improvements in evaluation practice.
The role requires approximately 120 hours per month and focuses on both operational delivery and strategic learning design.

Scope of Work
The consultant will provide leadership across three primary areas:
1. Learning and Evaluation Support
The role includes supporting external reporting and funding processes by:
- Drafting and strengthening L&E sections in proposals
- Synthesizing evidence for donor reports and strategic communications
- Ensuring evaluation claims are transparent and evidence-based
- Integrating uncertainty and complexity into reporting narratives
- Supporting learning that reflects long-term social change rather than short-term metrics
This work emphasizes ethical evaluation practices that prioritize community voice and avoid extractive data collection.
2. Outcomes Management Systems
A key responsibility involves contributing to GFC’s Salesforce-based outcomes management infrastructure.
The consultant will:
- Support refinement of system logic and usability
- Improve data quality and consistency
- Help staff and partners integrate systems into daily practice
- Translate technical frameworks into accessible workflows
- Strengthen alignment between data systems and learning objectives
This ensures that data collection serves learning and accountability without overwhelming partner organizations.
3. Learning Products and Capacity Building
The role also includes developing tools and strengthening internal capacity for learning and evaluation.
Activities may include:
- Designing briefs, frameworks, and toolkits
- Supporting partner-led research initiatives
- Contributing to new learning questions and inquiry design
- Delivering internal training for staff on evaluation practices
- Helping translate complex findings into usable knowledge products
The consultant will play a key role in making evaluation insights accessible to grassroots partners, donors, and youth-centered initiatives.
Required Qualifications
The ideal candidate brings senior-level experience in learning and evaluation within international development, philanthropy, or social impact settings.
Key qualifications include:
- Strong background in qualitative and quantitative evaluation methods
- Experience in participatory, decolonial, or community-led evaluation approaches
- Fluency in Theory of Change and outcomes frameworks
- Ability to manage mixed-methods research including surveys, interviews, and focus groups
- Experience producing learning products for diverse audiences
- Strong skills in proposal writing and donor reporting
- Experience working across power-sensitive and culturally diverse contexts
The role also requires the ability to independently manage complex workstreams during a fixed-term cover period.
Preferred Experience

Compensation and Work Conditions
The consultancy offers:
- Up to $5,000 USD per month (based on experience and location)
- Approximately 120 hours of work per month
