Purpose of the Audit Consultancy

The statutory audit aims to provide reasonable assurance that SFCG Sudan’s financial systems, project expenditures, and reporting processes comply with organizational policies, donor agreements, and local legal requirements.

The selected audit firm will evaluate whether:

  • Income and expenditures are accurately recorded
  • Financial statements are free from material misrepresentation
  • Donor funds are used according to agreements
  • Payroll and statutory liabilities comply with Sudanese regulations
  • Financial reporting follows applicable accounting standards
  • Internal controls and procurement systems are functioning properly

The consultancy is designed to strengthen transparency, accountability, and financial governance within SFCG’s Sudan operations.

Scope of the Audit

The audit will be conducted in accordance with International Standards on Auditing (ISA) issued by the International Federation of Accountants (IFAC).

The selected firm will assess several critical areas including:

Financial Compliance

Auditors will review whether:

  • Expenses align with donor regulations
  • Procurement procedures follow organizational policies
  • Supporting documentation is properly maintained
  • Taxes and government liabilities are accurately paid

Asset Management and Internal Controls

Key Audit Reporting Requirements

Financial Audit Report

The primary audit report must include an independent opinion on whether the financial statements present a true and fair view of the organization’s financial position.

The financial statements should include:

  • Statement of activities and expenditures
  • Net assets reconciliation
  • Cash flow statement
  • Accounting policies and explanatory notes

Management Letter

The audit firm will also issue a management letter outlining:

Qualifications Required for Audit Firms

SFCG is seeking firms with strong nonprofit audit experience and demonstrated knowledge of international auditing standards.

Eligible firms must meet at least one of the following conditions:

  • Membership in a national accounting or auditing body affiliated with IFAC
  • Membership in a recognized national accounting or auditing institution with commitment to IFAC standards and ethics

Technical Proposal

The technical proposal should include:

  • Overall audit methodology and approach
  • Proposed audit schedule and phases
