Request for Proposal: Global Travel Agency Services at Girl Effect | Framework Agreement | Apply by 22 September 2026

Girl Effect is inviting experienced travel management companies and travel agencies to submit proposals for the Provision of Global Travel Agency Services. The opportunity is for organizations with strong international travel management capabilities that can provide reliable, responsive and cost-effective services across multiple countries.
The selected provider will enter into a Framework Agreement for up to three years, renewable annually subject to satisfactory performance. Interested travel agencies and companies must submit their proposals by 22 September 2026.
Global Travel Agency Services RFP
The organization is seeking a specialized Travel Service Provider capable of managing domestic, regional and international travel for employees, consultants and other authorized travellers.
The successful provider will be expected to combine strong account management, competitive travel sourcing, technology-enabled solutions and reliable traveller support. The provider should also help improve travel efficiency, policy compliance, traveller experience and visibility over travel expenditure.
The RFP is particularly suitable for established travel agencies with experience supporting corporate, nonprofit, international development or similarly complex organizations.
About Girl Effect
Girl Effect is an international nonprofit organization that creates media and digital content designed to help adolescent girls access information, make informed choices and have greater control over their health, education, relationships and livelihoods.
Its work includes technology-enabled content such as chatbots, chat shows, television dramas and other media platforms. The organization reaches millions of girls across Africa and Asia.
Because its operations involve multiple countries and international travel, the organization requires a travel agency capable of providing consistent services across geographically dispersed operations.
Scope of the Travel Agency Contract
The selected provider will support a broad range of travel-related services.
Air Travel, Reservations and Ticketing
The travel agency will be expected to research and provide suitable travel options for approved travel requests.
Where available, agencies should provide at least three appropriate travel options, including the lowest suitable fare and practical alternatives.
Options should take into account factors such as:
- Cost and fare conditions
- Routing and travel time
- Number of connections
- Baggage allowance
- Cancellation and change conditions
- Traveller requirements
- Ticketing deadlines
The agency will also manage reservations, ticketing, re-routing, cancellations, refunds, unused tickets and airline credits.
Providers should identify opportunities for corporate, NGO, humanitarian, promotional or other discounted fares and support negotiations with airlines where travel volumes allow.
Accommodation and Ground Transportation
The successful provider will source and book appropriate accommodation for travellers and compare relevant negotiated and publicly available rates.
The agency should also support group accommodation for meetings, conferences and workshops and seek volume discounts where possible.
Ground transportation services may include airport transfers, approved local transportation and group transportation connected to organizational activities.
Providers should use reliable and appropriately vetted transportation partners and ensure pricing is transparent before confirmation.
Visa and Travel Documentation Support
Visa and travel documentation support will also form part of the expected service.
The agency should provide current information on visa and entry requirements, application procedures, appointment information, transit visas and passport validity requirements.
Where legally permissible, the provider may also assist with document submission, application follow-up and passport or document collection.
The agency should proactively identify potential visa or entry issues when reviewing proposed travel itineraries.
Travel Insurance Services
Bidders should demonstrate their ability to facilitate comprehensive international travel insurance.
The proposed solution should be capable of supporting travel across Africa, Asia, Europe and the Americas, subject to applicable insurance terms and territorial restrictions.
Girl Effect currently has offices in India, Nigeria, Kenya, South Africa, Ethiopia and Tanzania, which bidders should consider when developing their proposed insurance solution.
Proposals should explain the insurance provider or intermediary, relevant licensing, geographical coverage, emergency medical assistance, evacuation and repatriation, trip cancellation, baggage protection, travel delays, personal accident cover, exclusions, deductibles and claims procedures.
However, appointment as the travel agency will not automatically provide exclusivity for travel insurance services. The organization reserves the right to procure insurance independently.
Technology-Enabled Travel Solutions
An important part of the RFP is the use of modern technology to simplify travel management.
Providers are encouraged to offer an online booking platform, secure portal, mobile application or similar solution that allows authorized users to search, compare and, where appropriate, book approved travel.
Potential features include traveller profiles, policy controls, approval workflows, electronic itineraries, travel alerts, unused-ticket tracking, reporting dashboards, mobile access and integration with finance or expense systems.
Bidders may propose a full-service, self-service or hybrid model.
A hybrid model, for example, could allow staff to self-book straightforward travel while the agency handles complex itineraries, group travel, visas, emergencies and refunds.
24/7 Emergency Traveller Support
The selected provider must offer reliable 24/7 emergency assistance, including weekends and public holidays.
Emergency support should cover situations such as flight cancellations, missed connections, major delays, urgent itinerary changes, re-routing and emergency accommodation.
Bidders should explain their escalation procedures and how service continuity will be maintained during staff absences, system outages or major travel disruptions.
Account Management and Reporting
The successful provider will be expected to appoint a dedicated account manager and appropriate backup personnel.
The agency should conduct regular service reviews, identify opportunities for cost savings and provide advice on travel-market developments, airline and hotel negotiations and traveller-service improvements.
Transparent reporting will also be important. Providers should support transaction-level reconciliation, regular invoicing, monthly statements, credit notes and clear separation between third-party travel costs and agency fees.
Who Can Apply?
The RFP is aimed at established travel agencies and travel management companies that can demonstrate:
- At least five years of relevant travel industry experience
- Experience managing comparable international or corporate accounts
- Experience working with NGOs, international development organizations or similar clients
- Multi-country and international travel capabilities
- Strong booking and ticketing systems
- Effective reporting and reconciliation systems
- 24/7 emergency support
- Appropriate business-continuity arrangements
- Data protection and information-security controls
- Strong geographical coverage or relevant partner networks
- Valid IATA accreditation or an appropriate equivalent ticketing arrangement
Bidders should also provide at least three contactable references for comparable engagements.
Proposal Requirements
Interested organizations should submit a Technical Proposal and a separate Financial Proposal.
The technical submission should explain the bidder’s understanding of the requirements, proposed service model, relevant experience, geographical coverage, account management, technology capabilities, emergency support, travel insurance arrangements, reporting systems and references.
The financial proposal should clearly disclose all applicable fees, including ticketing, booking, changes, cancellations, hotel services, ground transportation, visa support, emergency services, technology fees and other charges.
Actual airline fares, hotel costs, insurance premiums and other third-party expenses should be separated from agency service fees.
