Geneva Call Opens RFP for Annual KAP Study in Ukraine: Research Consultancy Opportunity|Deadline:11 Sept 2026
Geneva Call has announced a new consultancy opportunity for research professionals and organisations with expertise in humanitarian research, monitoring and evaluation, conflict-sensitive research, and mixed-methods studies. The organisation is seeking a contractor to conduct its Annual Knowledge, Attitudes and Practices (KAP) Study – Ukraine under the Humanitarian Action through Volunteers, Enablers and Networks (HAVEN IV) programme.
The assignment is designed to generate evidence on the Ukrainian humanitarian and International Humanitarian Law (IHL) context and help Geneva Call strengthen future programming and frontline responses.
About the KAP Study
The study forms part of HAVEN Phase Four, a project running from April 2026 to March 2027. HAVEN IV seeks to strengthen sustainable, safe and coordinated locally led responses that support civilian protection and community resilience in frontline communities.
The KAP study is included under an output focused on generating actionable data for evidence-based and context-sensitive responses.
The 2026 study will involve a substantial quantitative and qualitative research component. Geneva Call plans to conduct 450 surveys involving trained and non-trained combatants and civilians, alongside 60 interviews with groups such as commanders, policymakers, journalists and academics.
The research will examine knowledge, attitudes and practices related to IHL and assess changes associated with IHL training.
Key Responsibilities
The selected contractor will be responsible for the study from inception through final reporting.
During the inception and preparation phase, the contractor will participate in an inception meeting, review HAVEN documentation and previous KAP studies, refine the methodology, develop the sampling approach and research questions, and prepare an implementation plan.
An Inception Report will also be required within seven working days after contract signing.
The next stage involves developing and updating research tools. These include KAP questionnaires, key informant interview guides, focus group discussion guides where appropriate, informed consent procedures, data collection guidance and enumerator instructions.
All research tools must be reviewed and approved by Geneva Call before data collection begins.
Data Collection in a Conflict-Affected Environment
Data collection is expected to take place during the fourth to seventh weeks of the assignment. The contractor will oversee field preparation, recruitment and training of data collectors where necessary, supervision, quality control and secure data management.
Because the study involves potentially sensitive respondent groups, conflict sensitivity and participant safety are central requirements.
Most surveys are expected to be conducted by telephone because of accessibility challenges. Online surveys may be used when repeated attempts to conduct telephone interviews are unsuccessful.
For qualitative research, focus groups and key informant interviews are expected to take place in person where feasible and otherwise by telephone or online. Potential locations include Kyiv, Zhytomyr, Kharkiv, Dnipro and Zaporizhzhia, depending on the security situation.
Any travel costs required for fieldwork must be included in the contractor’s financial proposal.
Research Ethics and Confidentiality
A particularly important aspect of this consultancy is the protection of participants.
The contractor must follow Geneva Call’s Do No Harm principles, obtain informed consent and comply with applicable ethical, safeguarding and confidentiality requirements.
Participants must be able to decline participation, while information collected through surveys, interviews and other research activities must be handled securely.
The final findings must be presented in an aggregated and anonymised manner. Researchers are expected to avoid collecting unnecessary personally identifiable information and take particular care when reporting findings involving small or potentially identifiable groups.
These requirements are especially significant because the study involves combatants, military-adjacent groups and civilians in a conflict-affected environment.
Data Analysis and Reporting
The successful contractor will clean and validate the datasets and prepare a final anonymised dataset and codebook.
The analysis will include quantitative and qualitative methods, including descriptive statistics, comparisons between respondent groups where possible, thematic analysis and triangulation of findings.
Where ethically appropriate, findings may be analysed according to respondent category, gender, age group, geographic area and previous participation in Geneva Call activities.
The contractor will then produce a draft and final KAP Study Report. The report should identify key findings and trends, areas of improvement, remaining knowledge and compliance gaps, factors affecting the application of humanitarian norms and recommendations for programme adaptation.
All deliverables must be produced in both Ukrainian and English.
Who Can Apply?
This opportunity is particularly suitable for research companies, consulting teams and experienced independent contractors with at least five years of experience conducting research, evaluations, assessments or KAP studies.
Applicants should demonstrate experience in:
- Humanitarian, human rights, peacebuilding, protection or conflict-related research
- Fragile, conflict-affected or politically sensitive environments
- Mixed-methods research
- Sensitive qualitative and quantitative data
- Research analysis and report writing
- Ukrainian and English-language research and reporting
Experience conducting research in Ukraine or comparable conflict contexts would be particularly relevant.
Proposal Requirements
Interested organisations or contractors must submit two separate proposals: a technical proposal and a financial proposal.
The technical proposal should explain the applicant’s understanding of the assignment, methodology, sampling strategy, research tools, analytical approach, work plan, risk management approach, proposed team and relevant previous assignments.
The financial proposal should provide a detailed breakdown of professional fees, research and fieldwork costs, travel, data processing, reporting and applicable taxes.
Applicants should also provide relevant CVs, examples of similar work, proof of registration and information concerning the company’s financial stability where applicable.

The RFP was issued on 25 August 2026, with proposals due by 11 September 2026. Geneva Call anticipates selecting the contractor by 28 September 2026, with operational services expected to begin on 1 October 2026.
