2026:UN Women Opens Applications for International Consultant/Trainer on Gender-Responsive Police Response in Kazakhstan
UN Women is inviting applications for an International Consultant/Trainer on Gender-Responsive Police Response to Violence Against Women and Domestic Violence to support specialized domestic violence police units in Kazakhstan. The home-based consultancy includes international travel and offers an opportunity for experienced gender, safeguarding, human rights, and violence-prevention professionals to contribute to strengthening survivor-centered law-enforcement responses.

About the Consultancy
The consultancy is part of UN Women Kazakhstan’s efforts to strengthen the capacity of specialized police units responsible for responding to domestic violence. Kazakhstan established specialized domestic violence units within its Ministry of Internal Affairs in 2025, with approximately 1,000 officers currently serving across the country.
Because police officers are often among the first professionals survivors encounter, their knowledge, communication, decision-making, and response practices can have a significant impact on survivors’ safety and access to justice.
The selected consultant will bring international expertise to help develop practical, gender-responsive and survivor-centered approaches that are relevant to Kazakhstan’s legal and law-enforcement environment.
The assignment is scheduled from September 10 to October 31, 2026.
What Will the Consultant Do?
The successful candidate will work closely with UN Women, Kazakhstan’s Ministry of Internal Affairs, a national consultant/trainer, and other experts.
Key responsibilities include reviewing Kazakhstan’s legislation, policies and institutional arrangements related to domestic violence and assessing the practices of newly established specialized police units.
The consultant will also examine international standards and good practices concerning police responses to violence against women and domestic violence.
A major component of the assignment will be developing a two-day, practice-oriented training programme. The training package will include presentations, case studies, practical exercises, participant materials and other tools designed specifically for specialized domestic violence officers.
The consultant will then deliver training sessions in two to three pilot regions of Kazakhstan between September 28 and October 9, 2026.
The training will focus on practical skills, including gender-responsive and survivor-centered responses, prevention of secondary victimization, survivor safety, and approaches to handling domestic violence cases.
The programme will also address professional burnout, occupational stress and psychological resilience, recognizing the demanding nature of domestic violence response work.
Following the training, the consultant will analyse participant feedback and identify recurring challenges and capacity gaps. They will then develop practical recommendations for the Government of Kazakhstan and Ministry of Internal Affairs to strengthen future training, guidance and professional development.
Who Can Apply?
This consultancy is aimed at experienced professionals with a strong background in violence against women, domestic violence, gender equality, human rights, safeguarding, criminology or related areas.
Applicants must have a Master’s degree or equivalent in gender studies, human rights, law, social sciences, criminology, psychology or another relevant discipline.
A first-level university degree combined with an additional two years of qualifying professional experience may be accepted instead of an advanced degree.
Candidates must also have:
- At least four years of professional experience in violence against women and/or domestic violence.
- At least four years of experience developing and delivering training on violence against women or domestic violence for police or other law-enforcement professionals.
- Experience developing policy recommendations, guidance or analytical products related to violence against women and/or domestic violence.
- Previous experience working with UN agencies, international organizations and/or government agencies in this field.
- Strong knowledge of gender-responsive and survivor-centered approaches.
- Strong understanding of international standards and good practices concerning police responses to domestic violence.
- Excellent training, facilitation, analytical and communication skills.
Experience working in Central Asia or comparable contexts would be an advantage.
Language Requirement Is Important
One of the most significant eligibility requirements is language proficiency.
Fluency in Russian is required, while working knowledge of English is considered an asset.
This means professionals without strong Russian-language skills may not meet the core language requirement, even if they have extensive experience in gender-based violence or safeguarding.
International Travel Included
Although the position is classified as home-based, it is not entirely remote.
The consultant will be required to travel to two or three regions of Kazakhstan to deliver the in-person training sessions between September 28 and October 9.
UN Women states that travel arrangements and applicable travel-related costs will be covered according to its rules and regulations.
Key Deliverables
The first major deliverable is a complete training programme and training package, including a detailed two-day agenda, presentations, case studies, practical exercises and participant materials. This is due by September 17, 2026.
The consultant will subsequently deliver the pilot training sessions during the September 28–October 9 period.
Practical recommendations for strengthening Kazakhstan’s gender-responsive domestic violence response are due by October 16, followed by the final training package and assignment report by October 23, 2026.
Importantly, applicants are required to submit a brief technical proposal of no more than one A4 page outlining their proposed approach to the two-day training. The proposal should identify key thematic areas, training methods and examples of practical or case-based exercises.
