International Detention Coalition Hiring Europe Programme Officer for Remote Role | Salary: €35,000–€45,000 Per Year

The International Detention Coalition (IDC) is inviting applications for a Europe Programme Officer to support its work advancing human rights, migration policy reform and rights-based alternatives to immigration detention. This is a full-time remote position with a salary of €35,000 to €45,000 per year, depending on experience and location.
The role offers an opportunity for an experienced professional to contribute to regional advocacy, programme coordination, stakeholder engagement, research, communications and network-building across Europe.
About the International Detention Coalition
The International Detention Coalition is a global network bringing together more than 200 civil society organisations and individuals across more than 75 countries. The organisation works to reduce and ultimately eliminate immigration detention while promoting rights-based alternatives.
IDC collaborates with civil society organisations, governments, UN agencies, decision-makers, community groups and people with lived experience of immigration detention. Its work focuses on advocacy, research, coalition building, capacity strengthening and the development of practical alternatives that protect migrants’ rights and dignity.
The Europe Programme Officer will contribute to these objectives by supporting IDC’s regional programmes and strengthening collaboration among members and partners.
About the Europe Programme Officer Role
The successful candidate will report to the Europe Regional Manager and play an important role in coordinating projects, events and advocacy activities across the European region.
This is a one-year contract, with the possibility of extension depending on available funding. The position is full-time and currently does not have direct reports, although the successful candidate may coordinate interns or volunteers when required.
The position is remote, but candidates must already be based in Germany, the United Kingdom, Spain or the Netherlands and have unrestricted legal working rights in their country of residence. IDC states that it cannot support relocation.
The role may also require travel within Europe.
Key Responsibilities
The Europe Programme Officer will support the implementation of national and regional programmes, events and activities. This includes providing technical, administrative and logistical assistance to the Europe Regional Programme.
A major part of the position involves supporting IDC members and partners. The successful candidate will help strengthen networks, coordinate activities and facilitate peer learning.
The officer will also support the European Alternatives to Detention Network (EATDN) by maintaining communication with network members, coordinating joint activities and helping share knowledge across the network.
Advocacy is another major component of the role. The officer will assist with developing advocacy strategies concerning immigration detention, alternatives to detention, migration and refugee rights. They will monitor European Union policy and legislative developments and contribute to advocacy directed towards EU institutions.
The position also involves engaging with governments, civil society organisations, UN agencies and regional networks to build partnerships and advance shared objectives.
Research, Communications and Events
The successful applicant will contribute to research and evidence gathering on immigration detention and alternatives to detention in Europe. Findings may be used to inform IDC’s advocacy, communications and programme development.
The officer will also assist in preparing advocacy materials, briefing notes, reports and strategic communications.
Communication responsibilities include developing digital and print materials, supporting social media content, sharing resources with members and monitoring relevant media developments.
Event coordination is another important responsibility. The officer may help organise and facilitate consultations, workshops, trainings, meetings and regional events designed to encourage collaboration and knowledge-sharing.
Fundraising and Monitoring
The role also provides exposure to programme fundraising and organisational management. The successful candidate will contribute to funding efforts by researching potential donors, coordinating contributions and supporting proposal development.
They will also assist with monitoring, evaluation and learning activities, programme reporting and donor accountability.
Other responsibilities include maintaining project records, tracking budgets, documenting stakeholder engagement and preparing reports for internal and external audiences.
Who Can Apply?
IDC is looking for candidates with a strong understanding of the European migration and human rights environment.
Applicants should have a university degree in a relevant discipline such as international relations, law, migration studies, political science or social sciences.
At least three years of professional experience is required, including experience in areas such as project coordination, advocacy and stakeholder engagement within migration and/or human rights.
Candidates should demonstrate strong writing, communication, organisational and coordination skills. Experience supporting advocacy initiatives involving civil society organisations, governments and international partners is particularly relevant.
Applicants must also be comfortable working independently in a remote environment and managing competing priorities.
Fluency in English is mandatory. Knowledge of Spanish is considered an advantage.
Experience working within networks or coalitions, EU-level advocacy, engagement with EU institutions, or immigration detention and alternatives to detention would strengthen an application.
Salary and Working Arrangements
The position offers an annual salary of €35,000 to €45,000, depending on the candidate’s experience and location, or the equivalent in GBP.
The job is fully remote within the eligible countries, giving successful applicants flexibility while still requiring them to be legally authorised to work where they are based.
