CREWS and WMO Are Hiring a Senior Consultant for a Remote Climate and Early Warning Systems Consultancy – Apply by 23 August 2026

The Climate Risk and Early Warning Systems (CREWS) Initiative, implemented through a partnership involving the World Meteorological Organization (WMO), the World Bank’s Global Facility for Disaster Reduction and Recovery (GFDRR), and the United Nations Office for Disaster Risk Reduction (UNDRR), is inviting applications for a Senior Consultant – Strengthening Private Sector Engagement in CREWS Operations.
The home-based consultancy presents an opportunity for an experienced professional to contribute to global efforts aimed at strengthening people-centred, multi-hazard early warning systems, particularly in Least Developed Countries (LDCs) and Small Island Developing States (SIDS).
The application deadline is 23 August 2026.
About the CREWS Consultancy
CREWS is a global financing mechanism designed to help vulnerable countries strengthen their early warning systems and improve access to climate and disaster-risk information.
Under the CREWS Strategy 2030, the initiative places emphasis on innovation, technology, partnerships and sustainable financing. The Senior Consultant will support these objectives by developing practical approaches for engaging private-sector organizations in CREWS operations.
The assignment will focus on identifying ways businesses and other stakeholders can contribute expertise, technology, innovation, financing and partnerships to improve early warning systems.
The selected consultant will work under the overall guidance of the Director of the CREWS Secretariat and the direct supervision of the Senior Programme Officer.
Key Responsibilities
The Senior Consultant will undertake a range of strategic and analytical responsibilities throughout the assignment.
These include reviewing existing CREWS practices, WMO frameworks, international good practices and relevant literature concerning private-sector engagement in early warning systems.
The consultant will also assess the current level of private-sector involvement across the CREWS portfolio and identify opportunities for stronger collaboration, innovation, co-financing and long-term sustainability.
A major component of the role will be developing a Private Sector Strategy Note outlining practical approaches for strengthening engagement.
The consultant will also develop a Private Sector Engagement Toolkit or Guidance Document containing partnership models, templates and implementation guidance that can be used by CREWS implementing and country partners.
Other responsibilities include facilitating stakeholder consultations, addressing partnership governance and procurement considerations, and developing a roadmap for piloting private-sector engagement approaches.
Key Deliverables
The consultancy will result in several important outputs.
Private Sector Strategy Note
The consultant will prepare a concise strategy note outlining strategic priorities and practical approaches for private-sector engagement within CREWS.
Private Sector Engagement Toolkit
A practical toolkit or guidance document will provide implementing partners with templates, partnership models and recommendations for engaging businesses and other stakeholders.
Implementation Roadmap
The consultant will identify priority opportunities, potential pilot initiatives and recommended next steps for integrating private-sector engagement into CREWS operations.
Presentation and Briefing
The successful candidate will present the findings and recommendations to the CREWS Secretariat and implementing partners.
Who Can Apply?
This opportunity is designed for senior professionals with substantial experience in private-sector engagement, development finance, public-private partnerships, climate resilience or related areas.
Applicants should have a Master’s degree or equivalent in international development, economics, business administration, public policy, climate change, disaster risk reduction, environmental management, international relations or a closely related field.
A first-level university degree combined with additional qualifying professional experience may also be considered.
Candidates are expected to have at least 15 years of progressively responsible professional experience.
Experience working with private companies, international organizations, governments, multilateral development banks or climate-financing mechanisms will be particularly relevant.
Knowledge of climate adaptation, disaster risk reduction and early warning systems is also important. Experience working in developing countries, particularly LDCs and SIDS, is desirable.
Skills and Competencies
The ideal candidate should demonstrate strong communication, stakeholder engagement and collaboration skills.
CREWS is also seeking someone capable of making informed decisions, solving complex problems and working effectively across different institutional and cultural environments.
Other important competencies include innovation, digital agility, integrity, accountability and an inclusive approach to stakeholder engagement.
Excellent written and spoken English is required, while knowledge of other official languages of the organization is considered an advantage.
Remote Work and Consultancy Duration
The position is home based, allowing the selected consultant to undertake the assignment remotely.
The consultancy will involve 30 working days spread across a six-month period, making it different from a conventional full-time position.
The advertised consultancy remuneration is listed within Payband D, approximately US$390–US$750+ per day, subject to the applicable terms and conditions of the consultancy.
Why This Opportunity Matters
Effective early warning systems can help communities prepare for floods, storms, droughts and other climate-related hazards before disasters occur.
However, strengthening these systems requires more than government action alone. Technology companies, financial institutions, research organizations, businesses and other private-sector partners can contribute expertise, innovation, infrastructure and financing.
This consultancy therefore offers an opportunity for an experienced professional to help develop practical models for bringing these resources together.
The role could be particularly attractive to professionals working at the intersection of climate finance, international development, disaster risk reduction, private-sector partnerships and resilience.
