ACEPA Seeks National Consultant in Ghana for Gender-Responsive Parliamentary Engagement and Digital Tools Consultancy 2026
Professionals with expertise in gender mainstreaming, parliamentary processes, governance, and digital innovation have an opportunity to contribute to strengthening inclusive governance in Ghana through the Inclusive Legislatures for Gender-Responsive Policies (ILGRP) Project.
The African Centre for Parliamentary Affairs (ACEPA), together with Parliamentary Centre (PC), is seeking a National Consultant in Ghana to support the consolidation and synthesis of gender-responsive parliamentary engagement tools. The consultancy will focus on improving digital tools, strengthening citizen engagement, and promoting transparency and trust within parliamentary processes.
The assignment will run from August to October 2026, and qualified female professionals are strongly encouraged to apply.
About the ILGRP Project
The Inclusive Legislatures for Gender-Responsive Policies (ILGRP) project is funded by Global Affairs Canada and implemented across Ghana, Kenya, and Togo.
The project aims to strengthen parliamentary institutions by supporting parliamentarians and parliamentary staff to better understand and address the different impacts of policies, laws, and budgets on marginalized populations, particularly women and girls.
Through collaboration with partner parliaments, civil society organizations (CSOs), and women’s rights groups (WRGs), the project works to promote:
- Gender equality in legislative processes
- Inclusive policymaking
- Stronger parliamentary oversight
- Meaningful citizen participation
- Greater transparency and accountability
In Ghana, the project has supported Parliament to enhance engagement with civil society organizations and strengthen gender-responsive approaches within legislative and oversight activities.
Purpose of the Consultancy
ACEPA is seeking a consultant to support the review and improvement of gender-responsive parliamentary engagement tools.
The consultant will build on existing consultations with parliamentary staff and civil society organizations by:
- Reviewing current engagement tools
- Assessing digital platforms used for parliamentary engagement
- Providing recommendations for improvement
- Supporting the effective use of gender training resources
- Developing practical guidance materials
- Producing a synthesis report with recommendations based on global best practices
The goal is to ensure that parliamentary digital tools are accessible, effective, and responsive to the needs of citizens, especially women and marginalized communities.
Key Responsibilities
The selected consultant will undertake several important tasks during the assignment.
Review Parliamentary Digital Tools
The consultant will assess at least one priority digital tool currently used in parliamentary processes.
Responsibilities include:
- Reviewing how the tool currently operates
- Identifying strengths and challenges
- Recommending improvements to increase usability
- Ensuring the tool supports gender-responsive engagement
Develop a Digital Tool Guide
The consultant will create a practical step-by-step guide or manual explaining how the selected digital tool can be effectively used.
The guide should support parliamentary staff and stakeholders in maximizing the tool’s potential.
Review Gender Training Resources
The consultant will review existing gender training modules and videos and provide recommendations on how Parliament can improve their use.
Recommendations may include:
- Training sequence improvements
- Accessibility considerations
- Integration into staff development programs
- Strategies for promoting wider adoption
Conduct Comparative Research
The consultant will conduct desk research on successful parliamentary ICT models from other institutions, including examples from:
- Kenya’s Digital Hub
- Inter-Parliamentary Union (IPU)
- Commonwealth Parliamentary Association (CPA)
- Other relevant international parliamentary initiatives
Lessons from these models will be adapted to Ghana’s context.
Develop Presentation and Synthesis Report
The consultant will prepare:
- A visually engaging presentation highlighting Ghana’s achievements, challenges, and future recommendations
- An 8–10 page synthesis document combining research findings and practical recommendations
Expected Deliverables
The consultant will provide the following outputs:
1. Digital Tool Guide/Manual
A practical guide explaining how a selected parliamentary digital tool can support engagement and gender responsiveness.
2. Gender Training Adaptation Note
A short document outlining recommendations for improving the use and promotion of gender training materials.
3. Presentation
A concise presentation showing how ICT tools can strengthen public participation, transparency, and trust in Parliament.
4. Synthesis Document
A final report consolidating comparative research findings and recommendations for improving gender-responsive parliamentary engagement.
Required Qualifications and Experience
Applicants should have strong academic and professional experience related to governance, gender, and technology.
Required qualifications include:
- Advanced degree in governance, political science, gender studies, public administration, ICT for development, or related fields
- Experience with gender mainstreaming in governance or parliamentary processes
- Knowledge of ICT and digital innovation for citizen engagement
- Experience conducting comparative research
- Strong analytical, writing, and presentation skills
- Ability to work independently and deliver quality outputs within deadlines
- Immediate availability
Experience working directly with Parliament will be considered an advantage.
Consultancy Period
The assignment will take place between:
August 2026 – October 2026
The consultant should have flexibility to meet the needs of project beneficiaries and complete deliverables within the agreed timeframe.
