The Dr. Denis Mukwege Foundation is seeking experienced consultants or consulting teams to conduct safety and security assessments and develop tailored protection capacity strengthening resources for Sudanese conflict-related sexual violence (CRSV) survivor networks across Chad, South Sudan, Sudan, and Uganda.

This consultancy opportunity targets specialists with expertise in protection, humanitarian action, gender-based violence, conflict-related sexual violence, security risk management, survivor-centred programming, and capacity building.

About the Consultancy Opportunity

The Dr. Denis Mukwege Foundation is an international survivor-centred organisation working to transform responses to conflict-related sexual violence and support survivors in accessing care, justice, accountability, and opportunities to advocate for change.

Through its Voice Programme, the Foundation supports survivor-led networks that enable survivors to organise, share experiences, influence policies, and participate in advocacy efforts at national and international levels.

The organisation is implementing the Our Voice Our Justice (OVOJ) Project, which supports Sudanese CRSV survivors affected by conflict and displacement. The project aims to strengthen survivor networks, improve access to protection and psychosocial support, and create safer environments for survivors participating in advocacy and justice initiatives.

The consultancy will support survivor networks operating in:

• Chad, including refugee communities around Adré.
• South Sudan, including Juba and surrounding camps.
• Uganda, including the Kiryandongo refugee settlement.
• Sudan through remote engagement due to security restrictions.

Purpose of the Assignment

The consultancy aims to strengthen the safety, resilience, and protection capacity of Sudanese survivor networks facing significant risks due to conflict, displacement, and advocacy work.

The selected consultant or team will:

• Assess safety and security risks affecting CRSV survivor networks.
• Develop practical protection tools and guidance.
• Strengthen survivor networks’ ability to manage threats.
• Deliver capacity-building training on safety and security practices.
• Support safer participation in advocacy, documentation, and accountability processes.

The assignment will apply survivor-centred, trauma-informed, gender-sensitive, and do-no-harm approaches throughout all activities.

Key Responsibilities

Conduct Safety and Security Assessments

Between September and December 2026, consultants will conduct country-specific assessments to identify protection risks and develop mitigation strategies.

The assessments will examine:

• Political, security, and conflict dynamics.
• Risks affecting survivor participation.
• Threats from armed groups, state actors, communities, criminal actors, and online spaces.
• Physical security and safety concerns.
• Digital security and confidentiality risks.
• Protection needs and available support mechanisms.
• Existing strengths and resilience strategies within survivor networks.

Deliverables will include four country-specific safety and security assessment reports covering:

• Chad.
• South Sudan.
• Uganda.
• Sudan.

Three in-country visits will be required for Chad, South Sudan, and Uganda, while Sudan activities will be conducted remotely.

Development of Survivor Safety and Security Toolkit

The consultant will create an accessible Survivor Safety and Security Toolkit in English and Arabic.

The toolkit will provide practical guidance on:

• Understanding operational environments.
• Identifying threats and vulnerabilities.
• Developing safety plans.
• Protecting sensitive information.
• Digital security practices.
• Managing advocacy-related risks.
• Crisis preparedness and emergency response.
• Referral pathways and support mechanisms.

The toolkit will be designed specifically for CRSV survivor networks and organisations supporting survivors.

Creation of Training Curriculum and Capacity Building

From January to February 2027, the consultant will develop a practical training curriculum and Training of Trainers (ToT) package.

The training package will include:

• Facilitator guides.
• Participant handbooks.
• Session plans.
• Practical exercises.
• Learning tools.
• Assessment methods.

Training content will cover:

• Risk analysis and profiling.
• Personal and collective security planning.
• Digital security and confidentiality.
• Safe advocacy approaches.
• Emergency preparedness.
• Self-care and resilience.

The curriculum will be validated through consultation with survivor representatives, national survivor networks, and partner organisations.

Delivery of Safety and Security Trainings

Between March and April 2027, consultants will deliver four capacity-strengthening workshops.

Each training will:

• Run for up to three days.
• Include approximately 20–25 participants.
• Engage survivor network members and partner organisations.
• Use participatory and trauma-informed methods.

Training locations include:

• Chad.
• South Sudan.
• Uganda.
• Sudan through a local implementing partner supported by the consultant.

Consultancy Duration and Budget

The assignment will run for approximately nine months, from September 2026 to April/May 2027.

The maximum available budget is:

€66,000 inclusive of consultancy fees, travel, taxes, and all related costs.

The budget should include:

• Professional fees.
• Travel expenses.
• Accommodation.
• Translation and interpretation costs.
• Training-related consultancy expenses.

Required Qualifications and Experience

The Mukwege Foundation is seeking consultants with strong experience in humanitarian protection and survivor-centred programming.

Applicants should demonstrate:

• At least 10 years of experience in protection, security, human rights, or humanitarian programming.
• Experience conducting security and protection assessments in conflict and displacement settings.
• Knowledge of Sudan, Chad, South Sudan, or Uganda contexts is an advantage.
• Experience supporting human rights defenders, women’s rights organisations, or survivor-led groups.
• Expertise in gender-based violence and conflict-related sexual violence.
• Knowledge of refugee protection and displacement issues.
• Experience developing training materials and delivering participatory learning.
• Strong understanding of safeguarding and confidentiality principles.
• Fluency in English and Arabic; French is an advantage.
