Save the Children Norway is inviting experienced consultants and research teams to submit proposals for a major review examining how local actors contribute to social norm change and the reduction of violence against children (VAC). The consultancy forms part of the Norad-funded Transforming the Future for and with Children Programme 2024–2028, which focuses on localisation, child protection, and strengthening community-led approaches to safeguarding children.

The consultancy opportunity is open to qualified experts in monitoring and evaluation, social research, child protection, behavioural change, and mixed-method evaluations. Applications must be submitted through the official application portal by 16 August 2026.

About the Save the Children Consultancy Opportunity

The Transforming the Future for and with Children Programme places local communities, organisations, leaders, and service providers at the centre of efforts to address harmful social norms that contribute to violence against children.

A baseline study conducted during 2024–2025 established important indicators related to child safety within families and communities. As the programme moves toward a planned midline survey in 2026, Save the Children Norway is commissioning a review to understand how local actors influence attitudes, behaviours, and practices that protect children.

The selected consultant or consulting team will assess how community-based actors contribute to meaningful social change, identify successful approaches, and provide recommendations to improve future programming.

Key Objectives of the Review

The main purpose of this consultancy is to generate evidence on the role of local actors in reducing violence against children and strengthening localisation efforts.

The review will focus on:

• Assessing progress toward programme outcomes related to child protection and violence prevention.
• Examining how local actors contribute to changes in social norms.
• Understanding the mechanisms that enable communities to adopt safer behaviours.
• Identifying lessons that can improve programme effectiveness.
• Providing practical recommendations for future child protection initiatives.

The findings will support Save the Children Norway and its partners in designing stronger, evidence-based interventions.

Scope of Work and Responsibilities

The selected consultant or team will implement a comprehensive mixed-method research approach combining quantitative and qualitative analysis.

Key responsibilities include:

Quantitative and Geospatial Analysis

The consultant will conduct analysis comparing baseline data from 2024/2025 with midline data collected in 2026.

Activities may include:

• Statistical analysis of programme indicators.
• Regression modelling to identify factors influencing outcomes.
• Geospatial analysis to identify trends and patterns.
• Development of a midline spatial analysis brief.

Qualitative Research and Fieldwork

The consultancy will also involve field-based research to explore how local actors create social norm change.

Methods may include:

• Interviews with stakeholders.
• Focus group discussions.
• Participatory research tools.
• Process tracing to understand pathways of change.
• Engagement with community organisations, leaders, and service providers.

The research will focus primarily on Nepal and Uganda, with possible international travel required for data collection.

Expected Deliverables

The successful consultant or team will be responsible for producing several key outputs throughout the assignment period.

Expected deliverables include:

• Inception note outlining the research approach and methodology.
• Midline spatial analysis brief.
• Country case studies from Nepal and Uganda.
• Final integrated evaluation report.
• Learning brief summarising key findings.
• Dissemination and uptake plan to support programme learning.

The consultancy is expected to begin in November 2026 after midline data becomes available and conclude in March 2027.

Who Should Apply?

Save the Children is seeking consultants or organisations with strong experience in research, evaluation, and child protection programming.

Applicants should demonstrate:

• A Master’s degree or higher qualification in social sciences or a related discipline.
• Strong quantitative research skills, including regression analysis.
• Experience conducting geospatial analysis.
• Expertise in qualitative research methods.
• Experience evaluating social norms and behaviour change programmes.
• Ability to manage complex mixed-method evaluations.
• Strong written and spoken English communication skills.
• Ability to travel internationally for fieldwork.

Experience working through established research institutions or consulting firms will be considered an advantage.

Applicants must also confirm that they operate through a legally registered consultancy and have the necessary permissions to work in the required locations. Compliance with General Data Protection Regulation (GDPR) requirements is mandatory.

Consultancy Budget and Duration

The estimated consultancy budget is between NOK 600,000 and NOK 800,000 including MVA.

The budget should cover:

• Professional consultancy fees.

• Analysis.
• Reporting and dissemination activities.
