War Child International is seeking an experienced Gender & Inclusion Consultant to strengthen inclusive humanitarian programming under the Syria Joint Response (SJR) 2024–2026 programme. This remote consultancy offers an opportunity to support gender equality, disability inclusion, and protection mainstreaming across humanitarian interventions in Northwest Syria (NWS) and Northeast Syria (NES).

The consultancy is expected to run for approximately four months, from August to November 2026, with the possibility of travel to North Syria if required.

About the Consultancy

The consultant will work with the War Child Alliance (WCA) consortium to strengthen the integration of gender equality and inclusive programming throughout the Syria Joint Response programme.

The assignment focuses on ensuring that humanitarian interventions are designed and implemented in ways that respond to the needs of women, girls, boys, persons with disabilities, and other vulnerable groups while promoting equitable access to services and meaningful participation.

This consultancy is ideal for professionals with strong expertise in gender analysis, disability inclusion, humanitarian programming, and protection mainstreaming.

Key Responsibilities

The successful consultant will provide technical leadership on gender and inclusion throughout the programme.

Key responsibilities include:

• Conducting a comprehensive gender and inclusion analysis.
• Assessing barriers to equitable participation and access to services.
• Strengthening gender equality and disability inclusion across programme activities.
• Supporting the integration of protection mainstreaming approaches.
• Developing practical guidance, tools, and recommendations for consortium partners.
• Helping improve inclusive programme design, implementation, monitoring, and learning.
• Advising partners on good practices that strengthen humanitarian responses for diverse communities.

The consultant will collaborate closely with consortium members to ensure that inclusion principles are reflected across all programme components.

Consultancy Scope

The consultancy supports the Syria Joint Response (SJR) 2024–2026, a collaborative humanitarian programme operating across non-government-controlled areas of Northwest and Northeast Syria.

The assignment will focus on improving programme quality by:

• Identifying gender and inclusion gaps.

• Strengthening safeguarding and protection approaches.
