A final version of the background paper will subsequently be produced in French and Arabic. The final document can be up to 25 pages, excluding annexes, and is due by 5 November 2026.
Another important component involves capacity building. The consultant will prepare a capacity-building session concept note and workshop agenda in French and Arabic. The concept note is expected to be three to ten pages, while the workshop agenda should be approximately three to five pages. This deliverable is due by 10 November 2026.
The consultant will also participate in a national workshop and prepare a final workshop report. The report may be up to 10 pages and will be produced electronically in Word and PowerPoint, in both French and Arabic. This final deliverable is scheduled for 10 December 2026.
