About the Operations and Finance Manager Role

The Operations and Finance Manager is a senior-level position responsible for ensuring the smooth functioning of QUAMED’s operational, financial, administrative, and human resource systems. Working closely with the Executive Director, this role is essential for maintaining organisational stability and enabling effective delivery of QUAMED’s global programmes.

Although the organisation has no physical headquarters, this is a fully remote role with occasional travel to in-person team meetings 2–3 times per year.

The position sits at the heart of organisational management, bridging finance, governance, operations, and business development.

Key Responsibilities

The role covers five main functional areas:

1. Financial Management and Compliance

The manager will lead budgeting, financial planning, and reporting processes. This includes preparing monthly financial reports, monitoring cash flow, analysing variances, and ensuring compliance with donor requirements. They will also oversee financial policies and coordinate with external accountants and auditors.

2. Operations, HR, and Administration

A major part of the role involves managing internal systems and ensuring operational efficiency across a fully remote workforce. Responsibilities include procurement, HR management, payroll coordination, onboarding processes, and staff performance systems. The role also involves maintaining organisational tools such as Salesforce and BambooHR.

3. Business Development Support

The Operations and Finance Manager plays a critical role in proposal development and funding strategies. This includes preparing budgets for donor proposals, supporting tender submissions, and ensuring financial feasibility of new projects. The role directly contributes to QUAMED’s growth and sustainability.

4. Governance Support

The position supports the Board of Directors by preparing financial reports, maintaining governance documentation, and tracking implementation of board decisions. It ensures compliance with Belgian ASBL regulations and internal governance structures.

5. Grant and Donor Management

The manager oversees donor compliance, financial reporting, and audit preparation. They ensure that all grants are implemented according to contractual requirements and that expenditure aligns with approved budgets.

Required Experience and Skills

QUAMED is seeking candidates with strong expertise in finance and operations within international development or humanitarian organisations. The ideal candidate will have 5–7 years of relevant experience and a strong background in donor-funded project management.

Key qualifications include:

  • Degree in finance, accounting, business administration, or related field
  • Professional financial qualification or equivalent experience
  • Strong knowledge of budgeting, compliance, and internal controls
  • Experience managing donor-funded projects and grants
  • Familiarity with proposal budgeting and business development processes
  • Experience working in remote, international teams
  • Strong analytical, organisational, and communication skills

Knowledge of tools such as Salesforce, ERP systems, and HR platforms like BambooHR is highly desirable.

French language skills are an advantage but not required.
