Key Responsibilities of the Senior Evaluation Expert
The Senior Evaluation Expert will provide technical and strategic support across all stages of evaluation. Core responsibilities include:
- Evaluation Design and Strategy: Advise the team on robust evaluation methodologies and frameworks.
- Inception Phase Leadership: Lead development of inception reports, evaluation matrices, tools, and stakeholder mapping.
- Data Analysis and Reporting: Oversee data triangulation, perform in-depth analysis, and contribute to high-quality evaluation reports.
- Stakeholder Engagement: Participate in validation and learning workshops with clients, donors, and partners.

Required Qualifications and Experience
ARFADA is seeking candidates with extensive experience in program evaluation, particularly in humanitarian and development contexts. Key qualifications include:
- Education: PhD or Master’s degree in Social Sciences, Public Health, Development Studies, or related fields.
- Professional Experience: Minimum 10 years of progressive experience in program or project evaluation. Experience across sectors such as Health, Protection, Food Security & Livelihoods (FSL), Shelter, Early Recovery, and Education is essential.
- Technical Expertise: Proven ability to design evaluations, implement methodologies, and manage M&E systems. Experience with INGOs, UN agencies, or donor-funded programs is highly desirable.
- Regional Knowledge: Familiarity with the MENA region and complex operational contexts is preferred.
- Language Skills: Excellent command of English, including professional writing abilities.
