International Expert in Career Guidance and Vocational Education in Tanzania|Closing date 28 Sept 2026

An international consultancy opportunity is available for an International Expert in Career Guidance and Vocational Education to support education reform in Tanzania. The assignment is being implemented under the Regional Teachers Initiative for Africa (RTIA), with funding from the European Union.

The consultancy will support Tanzania’s Ministry of Education, Science and Technology in strengthening the transition of students from primary education to lower secondary education, with particular attention to vocational education pathways.

The successful international expert will work alongside a national expert as part of a two-person technical assistance team. The assignment provides an opportunity for an experienced education professional to contribute to career guidance, teacher capacity building, vocational education, and inclusive education in Tanzania.

About the Consultancy

The assignment focuses on improving how primary school teachers, head teachers, parents, and students understand and navigate vocational education options.

A key area of the consultancy will be strengthening the capacity of teachers to provide students with clear information about available lower secondary education pathways. The expert will also help head teachers communicate effectively with parents and the wider school community about vocational opportunities.

The assignment will place particular emphasis on addressing gender biases and stereotypes surrounding vocational education. The expert will therefore contribute to making career guidance more inclusive and ensuring that students are encouraged to consider educational and career options without being restricted by gender-based expectations.

Key Responsibilities

The International Expert will work closely with the national expert to deliver several important activities.

These responsibilities include building the capacity of primary school teachers to provide effective guidance to students about lower secondary education options.

The expert will also strengthen head teachers’ ability to explain vocational pathways to parents and members of the wider school community.

Another important responsibility will be addressing gender stereotypes and biases that may influence how students perceive vocational education and career choices.

The successful consultant will also be expected to conduct research and facilitate participatory workshops as part of the assignment.

Key Deliverables

The consultancy includes several key deliverables designed to strengthen career guidance within primary schools.

These include a study report examining primary teachers’ and head teachers’ perceptions of vocational education.

The consultant will also develop Career Guidance Guidelines for primary school teachers and separate Career Guidance Guidelines for primary school head teachers.

In addition, the assignment requires the development of a Guidelines Dissemination Plan for primary schools.

These deliverables will help provide schools and education stakeholders with practical resources for improving career guidance and increasing awareness of vocational education pathways.

Who Can Apply?

The opportunity is aimed at an experienced education professional with an advanced academic background.

Applicants should have an advanced degree in Education or a relevant social science field, with a specialisation in teacher capacity building.

Candidates must have at least 10 years of professional experience in basic education and a proven record of developing teacher training or capacity-building programmes.

Applicants should also demonstrate specific expertise in student career guidance, vocational education and training (TVET) systems, and school-to-work transitions.

Experience integrating gender considerations into education and addressing gender stereotypes is also required.

Strong skills in participatory workshop facilitation and field research are important for the assignment.

Familiarity with the education context in Tanzania or Sub-Saharan Africa will be considered an advantage.

Language Requirements

Applicants must have full professional proficiency in English, both written and spoken.

Knowledge of Swahili is an advantage but is not stated as a mandatory requirement.

How to Apply

Applicants are required to submit several documents as part of the application.

These include a CV using the Europass template, a Technical Proposal of no more than five pages, and one to three samples of previous work relevant to the assignment.
