Overview of the Opportunity

This is not a full-time position. Instead, Ektimisi is building a roster of technical experts who may be engaged as assignment leads, technical specialists, or trainers depending on project needs.

Selected consultants will contribute to research, evaluations, capacity building, and governance-focused assignments across fragile and conflict-affected regions, including Iraq, Syria, Lebanon, Turkey, and Ukraine.

Engagements are short-term and remunerated per deliverable, meaning experts are paid based on outputs rather than fixed employment contracts.

Key Areas of Expertise

The consultancy focuses on three interconnected technical domains critical to humanitarian and development effectiveness.

1. Governance & Public Sector Engagement

Experts will work on:

  • Institutional diagnostics and governance assessments
  • Accountability and transparency frameworks
  • Decentralization and civic participation initiatives
  • Strengthening local governance systems in fragile contexts

2. Localization & Capacity Strengthening

Assignments may include:

  • Organizational capacity assessments (OCA)

Nature of Assignments

Candidate Profile and Requirements

Minimum qualifications include:

  • At least 5 years of relevant professional experience
  • Proven experience with INGOs, UN agencies, or donors
  • Strong expertise in governance, localization, or partnership programming
  • Advanced English writing and analytical skills
  • Bachelor’s, Master’s, or PhD in political science, development studies, public administration, or related fields
  • Prior consultancy experience (strong advantage)
  • Experience working in MENA or fragile contexts

Preferred additional experience:

  • Familiarity with EU, ECHO, FCDO, Gulf donors, or UN funding mechanisms
  • Understanding of Grand Bargain localization commitments
  • Knowledge of Core Humanitarian Standard (CHS)
  • Arabic or Ukrainian language skills

Compensation and Engagement Terms

This is a flexible, deliverable-based consultancy arrangement. Experts are compensated per completed assignment rather than through fixed salaries.
