Promediation is hiring a Final Evaluation Consultant(Sudan)-Apply before 20 Mar 2026

Organizations working in peacebuilding and conflict mediation often rely on independent evaluations to measure impact and improve future interventions. Promediation is currently seeking a Final Evaluation Consultant to assess the outcomes of a mediation project implemented in Sudan.

This consultancy will focus on evaluating a peacebuilding initiative designed to mitigate tensions in conflict-affected regions of the country.

About Promediation

Promediation is a nonprofit organization operating under French law, specializing in mediation, negotiation, and conflict prevention. The organization brings together professionals with extensive field experience across Africa.

Since 2012, Promediation has supported peace processes, mediation initiatives, and conflict prevention efforts in regions including:

  • The Sahel
  • The Maghreb
  • The Gulf of Guinea

The organization has been actively working in Sudan since 2019 to support peacebuilding efforts and local dialogue initiatives.

Context of the Project

The evaluation focuses on a project implemented during a period of significant conflict in Sudan. Violence escalated following the outbreak of fighting on 15 April 2023 between the:

  • Sudanese Armed Forces (SAF)
  • Rapid Support Forces (RSF)

The conflict has had severe consequences across several regions, particularly:

  • Darfur
  • East Sudan

These areas have experienced widespread armed violence, increased intercommunal tensions, and growing militarization among communities.

Darfur has been especially affected, with thousands of casualties and more than one million displaced people. Meanwhile, recruitment efforts and militia activity have increased tensions between local communities in eastern Sudan.

Overview of the Project

The project titled “Supporting Local Dialogue Initiatives for Mitigation of Tensions in Darfur and East Sudan” was implemented from March 2024 to November 2025.

The initiative was funded through the European Union’s Foreign Policy Instruments (FPI) and aimed to support locally driven conflict resolution efforts.

Key objectives of the project included:

  • Strengthening the capacity of Darfurian armed groups to avoid engaging in further fighting
  • Building mediation skills among local mediators
  • Supporting the creation of community-based coexistence initiatives

These activities were designed to reduce tensions and encourage peaceful dialogue among communities affected by conflict.

Purpose of the Consultancy

The consultancy will conduct a final evaluation of the project to determine its effectiveness and impact.

The evaluation aims to:

  • Assess progress toward achieving project results
  • Evaluate the relevance and effectiveness of the project’s theory of change
  • Measure stakeholder satisfaction with the project and its outcomes
  • Identify lessons learned and best practices for future initiatives

The findings will help inform Promediation’s future peacebuilding programs in Sudan and other regions.

Key Responsibilities of the Consultant

The selected consultant will lead the evaluation process and produce a comprehensive final report.

Primary responsibilities include:

  • Designing research tools and questionnaires to collect stakeholder feedback
  • Conducting interviews with project participants and key stakeholders
  • Traveling to the region to conduct field interviews when feasible
  • Analyzing qualitative and quantitative data collected during the evaluation
  • Working closely with the Promediation team to review existing project data
  • Producing a final evaluation report and presenting findings to the organization

A field mission of approximately 10 days may be required in Sudan or neighboring countries such as Uganda or Egypt, depending on security conditions.

Evaluation Criteria

The final evaluation will assess the project using several key criteria.

Relevance

The evaluation will examine whether:

  • The project interventions addressed the real needs of affected communities
  • The project objectives were appropriate for the local context
  • Monitoring indicators effectively measured project outcomes

Effectiveness and Efficiency

The consultant will also analyze whether the project achieved its intended results and whether resources were used effectively.

Questions include:

  • Were the planned results achieved?
  • What external factors influenced the project outcomes?
  • Were financial and human resources used efficiently?

Sustainability and Impact

The evaluation will assess whether the project’s benefits are likely to continue beyond the implementation period.

Key considerations include:

  • The level of local ownership of the project
  • Strengthening of national or local mediation capacities
  • The likelihood of long-term positive changes in community relations

Cross-Cutting Themes

The evaluation will also review how the project addressed broader social inclusion issues.

These include:

  • Promotion of gender equality
  • Inclusion of marginalized groups in dialogue processes
  • Participation of women in mediation and peacebuilding activities

Methodology and Deliverables

The consultant will develop a methodology combining qualitative and quantitative research methods.

Key activities include:

  • Reviewing project documentation and reports
  • Conducting key informant interviews with stakeholders
  • Carrying out structured or semi-structured interviews with project staff and partners
  • Analyzing collected data to identify trends and lessons learned

Expected deliverables include:

  • An initial work plan outlining methodology and timeline
  • Data collection tools and interview questionnaires
  • Weekly progress notes
  • A draft evaluation report
  • A final evaluation report with an executive summary in English

Required Skills and Qualifications

Applicants must demonstrate strong experience in evaluation and peacebuilding programs.

Key requirements include:

  • Master’s degree or equivalent in a relevant field
  • Minimum five years of professional experience conducting evaluations
  • Experience evaluating peacebuilding, stabilization, or social cohesion projects
  • Strong understanding of the political and security dynamics in Sudan

Fluency in Arabic is considered an advantage.

Consultancy Duration and Timeline

The consultancy involves approximately 30 days of work between April and August 2026.

The remuneration will depend on the consultant’s experience and seniority.
