Jugend Eine Welt is commissioning a final evaluation of its ADA-funded humanitarian initiative, Humanitarian Relief Operations and Protection in Emergency for Vulnerable Households and Internally Displaced Persons (HOPEfT) in Ethiopia’s Tigray region. The evaluation is designed to assess how effectively the project delivered integrated humanitarian services in one of the world’s most complex post-conflict environments.

The assignment is part of a broader effort to strengthen accountability, improve programme quality, and generate learning for future humanitarian interventions.

A Multi-Sector Humanitarian Response Approach

The HOPEfT project is built on an integrated service delivery model that addresses multiple, interlinked humanitarian needs. Rather than treating sectors separately, the programme combines interventions to better support vulnerable households and displaced populations.

Key sectors include:

• Water, Sanitation and Hygiene (WASH)
• Food security and nutrition support
• Education in emergencies
• Protection services
• Mental Health and Psychosocial Support (MHPSS)

This multi-sector approach is particularly important in conflict-affected regions, where deprivation in one area often worsens vulnerabilities in others.

Focus on Psychosocial Support and Protection

A central component of the project is its Mental Health and Psychosocial Support (MHPSS) services, delivered through “Listening Units.” These units provide counselling, trauma support, and psychosocial care to individuals affected by conflict, displacement, and gender-based violence.

The evaluation will pay special attention to:

• Accessibility of psychosocial support services
• Quality and cultural appropriateness of counselling
• Integration of MHPSS with protection and health services
• Support provided to survivors of sexual and gender-based violence (SGBV)
• Coordination between implementing partners

This focus reflects growing recognition within the humanitarian sector that mental health is essential to recovery and resilience.

OECD-DAC Criteria and Evaluation Focus

The evaluation will apply OECD-DAC criteria, with particular emphasis on relevance and effectiveness. It will assess whether the project was aligned with community needs and whether it achieved its intended outcomes.

Key evaluation questions include:

• How well the project responded to urgent humanitarian needs
• Whether services reached the most vulnerable populations
• How effectively integrated services were delivered across sectors
• The performance of Listening Units in supporting psychosocial recovery
• The quality of coordination among partners

Findings will inform future programme improvements and humanitarian strategy development.

Fieldwork Across Tigray Region

The consultancy includes extensive fieldwork in four key locations:

• Mekelle
• Adigrat
• Adwa
• Shire

Evaluators will conduct:

• Key informant interviews with stakeholders
• Focus group discussions with community members
• Site visits to programme implementation areas
• Document and data reviews

This field-based approach ensures that the evaluation captures both operational realities and community perspectives.

Technical Requirements and Timeline

The assignment will run from July to December 2026, with an estimated budget of €65,000 to €69,000 (net). It is open to experienced evaluators or evaluation teams with strong backgrounds in humanitarian monitoring and evaluation.

Required expertise includes:

• Application of OECD-DAC evaluation frameworks
• Experience in conflict or post-conflict environments
• Strong qualitative and quantitative research skills
• Expertise in protection and MHPSS programming
• Ability to produce high-quality evaluation reports

The consultancy is expected to generate actionable recommendations for improving future humanitarian interventions.
